My research will entail examining the budget processes of Kalamazoo, Michigan, and Fairfield, California. The difference between these two cities and their budgets is that Fairfield implemented an expenditure control budget, and Kalamazoo operates with a traditional budget. The purpose of this Master’s Thesis is to compare and contrast Fairfield's performance with their expenditure control budget to Kalamazoo, a city of approximately the same size in terms of population, square mileage, and local governance as Fairfield, but operates with a traditional city budget.

First And Second Generations Of Urban Black Mayors: Atlanta, Detroit, And St. Louis, Harold Eugene Core

This research attempts to create an understanding of generationality as it applies to successive black mayors in the urban setting. At a glance, the first black mayors of Atlanta, Detroit, and St. Louis received criticism for being anti-white and using racial conflict to accomplish their goals of diversifying the decision-making elites in each city. The black mayors immediately following in each city were criticized in the black community as being too accommodating to white interests as they attempted to find racial balance in the decision-making elite.

The Politicization Of Ethnicity As A Prelude To Ethnopolitical Conflict: Croatia And Serbia In Former Yugoslavia, Agneza Bozic-Roberson

This interdisciplinary research develops a framework or a model for the study of the politicization of ethnicity, a process that transforms peaceful ethnic conflict into violent inter-ethnic conflict. The hypothesis investigated in this study is that the ethnopolitical conflict that led to the break up of former Yugoslavia was the result of deliberate politicization of ethnicity. The model consists o f three variables— ethnic entrepreneurs as actors, and mass media and political rhetoric as their tools for politicization of ethnicity. Since it gained independence, Malawi has struggled to produce enough food to feed its quickly growing population. As the Ministry of Agriculture has tried to implement new policies regarding agricultural development, it has restructured key organizations within the government.

Initially, women were largely ignored in governmental and international aid agencies' development plans. However, after several unsuccessful projects, most implemented by the World Bank, a new project created by USAID revealed statistics that attributed part of the failures to gender-related biases in planning. The Georgia Bureau of Investigation (GBI) has initiated a research project that profiles the perpetrators of hostage and barricade incidents. This research is conducted using a questionnaire that is completed at incident conclusion. The questionnaire was provide .. by the FBI as part of a project called HOB AS (Hostage, Barricade, and Suicide). The HOBAS information is distributed electronically and in print to member law enforcement agencies. HOBAS information is used in this project as the main source of secondary data. This study re-examines the Great Red Scare that followed the First World War in an effort to more accurately determine its origins, tactics, duration, and conclusion. Specifically, it analyzes the efforts of the Lusk Committee, New York State's joint legislative committee to combat radicalism, between 1919 and 1923.;Prior studies agree that the Red Scare was intense and brief in duration. Physical raids upon Socialist Party, Communist Party, and Industrial Workers of the World offices dominated the episode, culminating with Attorney General A. Prior to the November 7 election, incumbent Republican Jay Dickey aspired to maintain his eight-year hold on the fourth congressional district seat, while challenger, Mike Ross, a Democratic State Senator, had high hopes for a partisan restoration. In the end, Ross upset the incumbent carrying 51 percent of the 212,160 votes cast, a narrow 4, 126-vote margin. This paper assesses the strategic, tactical, and fiscal factors contributing to Ross's success in overriding incumbency advantages and reclaiming the seat for the Democrats.
