Background: The economic costs of depression are significant, both the direct medical costs of care and the indirect costs of lost productivity. Empirical studies of antidepressant costeffectiveness suggest that the use of selective serotonin reuptake inhibitors (SSRI) may be no more costly than tricyclic antidepressants (TCA), will improve tolerability, and is associated with longer therapy duration. However the success of depression care usually involves multiple factors, including source of care, type of care, and patient characteristics, in addition to drug choice. The cost-effective mix of antidepressant therapy components is unclear.

Americans witnessing the bulldozing of their country’s pastures, farmlands, and sensitive habitats to erect suburban housing tracts and commercial centers have come to realize that the remaining open land may be too precious to waste. Residential and commercial development is no longer quickly embraced to stimulate economic progress and prosperity. The Omnibus Budget Reconciliation Act of 1990 (P.L. 101-158) was the federal legislation that included the Patient Self-Determination Act, now referred to as advanced directives. This historical and policy analysis as a qualitative method of research will examine the legislative policy that was passed by congress and signed into law by the president of the United States as well as the public regulations developed by the executive branch. This law requires that patients in health care facilities receiving federal funds (Medicare and Medicaid) receive information regarding advanced directives. Many state governments and federal policymakers view a new, special tax on electronic commerce to be a fresh and attractive revenue source. But whether implemented at the state or national level, this new tax would be highly undesirable, because it simply expands the shortcomings of the current revenue structure. Because of the flexibility of e-commerce, the attempt to collect such a tax would result in enforcement policies that would further complicate an already complex tax system. As funding from state and national sources has dwindled and demands for relief from traffic and congestion have grown, local governments and transportation agencies are increasingly left to develop their own sources of enhanced revenues. Frequently the bid to increase available revenues comprises a local ballot measure, enabling the citizens served by these governments and agencies to express their preferences for or against increased taxation in support of an improved transportation system. This paper takes a different approach by developing a model based on the boom and bust cycle of Japan during the mid to late 1980's, using currently accepted theory. In section II, I review the general characteristics of asset bubbles to familiarize the reader and offer some historical examples. Section III offers a review of many of the theoretical papers on asset bubbles, as well as empirical papers, which involve similar phenomena in order to gain some insight in building the model.
