State School Systems And Language Rights, Laura Mariko Cheifetz Oct 2000

State School Systems And Language Rights, Laura Mariko Cheifetz

WWU Honors College Senior Projects

This paper discusses the issue of language rights, examining the struggle for power between state school systems and parents over children’s education, specifically language rights. An examination of state statutes regarding bilingual education, and state department of education web pages for the lower 48 states revealed that all states provide bilingual education for limited-English proficient students, or LEP students. The indicator of language rights the paper uses is parental approval, the extent of the authority that parents have over their child’s presence in bilingual education classes as stated in state statutes. Using Qualitative Comparative Analysis (QCA), we attempt to explain …

The Crucible: How The Lima Hostages Crisis Illuminates Differences In Japanese And Peruvian Crisis Management, Elizabeth Smith Jul 2000

The Crucible: How The Lima Hostages Crisis Illuminates Differences In Japanese And Peruvian Crisis Management, Elizabeth Smith

WWU Honors College Senior Projects

The cocktail party planned at the Lima, Peru home of Japanese envoy Morihisa Aoki was not meant to be exceptional. The event, scheduled for December 17, 1996, was intended as a relaxed, pre-holiday celebration of Emperor Akihito’s 63rd birthday. The diplomatic officials of most embassies in Lima were invited for light cocktails and pre-Christmas conversation. No business was planned for the evening, and many of the officials in attendance brought their spouses, most of whom were well acquainted after years of circulating among similar gatherings. Approximately 600 people attended the party arriving throughout the early evening. A few minutes past …

Tales From A College Intern: National Information Center For Ecology (Nice), Shannon Ashurst Jul 2000

Tales From A College Intern: National Information Center For Ecology (Nice), Shannon Ashurst

WWU Honors College Senior Projects

Nearing my graduation from Western Washington University's Huxley College of Environmental Studies, I found myself seeking out an internship. Glancing through the various internship postings, I encountered a promising flyer: a local non-profit group called the National Information Center for Ecology (NICE) needed help with grant writing and habitat restoration projects around Bellingham. As a college student, I appreciate the value of obtaining funds, and since I plan to pursue graduate school, grant writing seemed a valuable skill to learn. Additionally, as an environmental science major, I believe firmly in restoring threatened and endangered habitats. Thus, this internship seemed right …

Statecraft Through Economic Coercion: Applying The Conflict Expectations Model To China And Cuba, Heather Meade Jul 2000

Statecraft Through Economic Coercion: Applying The Conflict Expectations Model To China And Cuba, Heather Meade

WWU Honors College Senior Projects

For centuries governments implemented trade sanctions as a mechanism to coerce the actions and policy of other foreign governments (Huffbauer, Schott, Elliot 1985). The sender country employs sanctions to cripple the economy of the targeted country by taking over an essential percentage of a countries foreign trade, forcing the target country to cave into the sender’s policy demand. In spite of a lengthy history, the United States is still undecided as to how and when it should employ its economic arsenal. Questions about what causes a successful economic coercion episode and when they should be utilized remain unanswered. The 106*^ …

Public Participation: Relevance And Application In The National Park Service, Thomas Webler Apr 2000

Public Participation: Relevance And Application In The National Park Service, Thomas Webler

Environmental Studies Faculty and Staff Publications

Government agencies are under increased pressure to conduct policy planning and decision-making activities in more transparent and inclusive ways. The clear trend is toward broader and more frequent public involvement and collaboration. For example, the U.S. Fish and Wildlife Service organizes deliberation among stakeholders for endangered species recovery planning (Clark et al. 1994, Clark and Wallace 1998). The Army Corps of Engineers has experimented with a variety of collaborative problem solving and public participation techniques (Creighton et al. 1998). The U.S. Forest Service continues implementation of a variety of approaches to public participation, including “collaborative learning” and adaptive management planning …

Carbon Sequestration Projects: A Short-Term Mitigation To Global Climate Change, Maria Mcgarry Apr 2000

Carbon Sequestration Projects: A Short-Term Mitigation To Global Climate Change, Maria Mcgarry

WWU Honors College Senior Projects

The changing demands of consumers on timber markets, products, and amenities is creating unprecedented research in the valuation of non-timber products from forest owners. Both public and private owners of forest lands are beginning to explore the expanding markets into which the products of forests can be marketed. This has occurred before as businesses in the forest products market have searched for ways to bring returns to stockholders in a market known for its volatility, unpredictability, and constant changes over the last century. Now the opportunity to sell the goods and services delivered by standing forests has expanded as society …

A Study Into The Retail Market Base &, Economic Viability Of Downtown Bremerton, Chad Sparber

WWU Honors College Senior Projects

This paper studies the retail market base and economic viability of the Central Business District of Bremerton, WA (CBD). It attempts to answer, "Is providing large-scale retail in downtown Bremerton a reasonable goal? If not, what, if anything, can and should be done with the downtown?" The study compares various statistics and qualitative characteristics of Bremerton to those of three other Washington business districts: Olympia CBD, Pro tor of Tacoma, and Kingston. The appendix provides photographs and maps (for general, traffic, and census tract information) helpful in understanding the look and feel of each area. When analyzing each city's statistics …

A Support Group For Depression, Byron Czerniski Apr 2000

A Support Group For Depression, Byron Czerniski

WWU Honors College Senior Projects

My project was to participate for three months as a co-facilitator in a support group at the Whatcom Counseling and Psychiatric Clinic. As a psychology major at Western, I learned theory behind disorders and treatments from textbooks. However, I wanted some actual experience in a clinical setting. Support groups allow people who are dealing with similar issues to get together and talk about their experiences. Support groups form for a variety of issues ranging from depression and anxiety to groups for patients with breast cancer or groups for caregivers of Alzheimer's patients. The goals of these groups are not necessarily …

The Origin Of Tan Ashy Lenses In A Puget Sound Shell Midden: Results Of Sediment Analysis, Stephanie Vanbuskirk

WWU Honors College Senior Projects

Excavation of a shell midden in Puget Sound, Washington, (45-SK-144) revealed tan-colored lenses full of shell fragments with an ashy feel, alternating with black lenses with abundant charcoal. Magnetic susceptibility tests. Curie tests, particle size and constituent analysis were performed to compare the two types of lenses and to determine the origin of the tan-colored samples. Sorting of the Strongylocentrotus spp. framents, while the black samples had a greater abundance of charcoal, bone, Saxidomus spp., and Mytilus edulis. The tan-colored lenses contained far less charcoal, but had higher magnetic susceptibility values (X0) than the black …

The Evolution Of Adhd: A Disorder Of Communication?, Joan C. Stevenson, Don C. Williams, Jessica Baird Mar 2000

The Evolution Of Adhd: A Disorder Of Communication?, Joan C. Stevenson, Don C. Williams, Jessica Baird

Anthropology Faculty and Staff Publications

Attention deficit hyperactivity disorder (ADHD) is the most commonly diagnosed psychiatric condition. Many believe that the central disability is impaired inhibition, which leads to reduced abilities in social skills, self-control, organization and time management. The behaviors identified by clinicians as problematic-inattention, hyperactivity and impulsivity-have been incorporated into several evolutionary models as selectively adaptive cognitive skills for surviving the challenges of a variable Pleistocene environment. We propose that the "disabilities" exhibited by individuals with ADHD are maladaptive, and we concur with Barkley that there is a central impairment in the behavioral inhibition system. The underlying neural anatomy and physiology support the …
