This thesis studies the development of social and legal institutions that have controlled the pattern of water development in Utah from 1847 to 1947. The thesis is divided into three parts to facilitate the study of the diverse influences on water development. The first part deals with the mormon church and pioneer influences and private development during the late 1800s. The second begins with statehood and records the changes in the state's institutions up to 1947. The third part is a summary of the entire process.
