Eric Bennett Rasmusen
Because mutual banks do not allow shareholders to discipline bad managers and so have higher costs, they have been disappearing since bank entry deregulation in the 1980's. They were common before regulation in the 1930's, and are more common in the 19th century. I propose that this is because of the absence of deposit insurance. Depositors wanted safety more than low operating costs, and a mutual manager, in a cushy job he could not lose except by bankrupting his firm, would also value safety.

Este trabajo se inscribe en la corriente que plantea la necesidad y la actualidad de repensar la ciudad latinoamericana (Hardoy, 1986), en términos de que emergen y se expresan nuevos sectores urbanos (pobladores, mujeres, obreros, "informales"), se desarrollan nuevas temáticas (salud, ecología, violencia), y nuevos objetos de investigación se consolidan. The stronger is duopoly competition, the greater is the incentive for buyout, so an incumbent's toughness in produce-market competition may be his own undoing. Although it is not widely known, social workers have had a substantial part in the impressive reduction in infant mortality achieved in the United States during this century. This article reviews that contribution, noting a decline in interest in infant mortality in the profession beginning in the 1950s. Recent trends are noted that seem to suggest a renewal in the profession's interest in this important subject.

What Does The Neuropsychological Category Test Measure?, Gregory J. Boyle

The Halstead Category Test of brain dysfunction is one of the most sensitive neuropsychological measures currently available. While the instrument has received widespread use, nevertheless, the exact nature of what it measures has been poorly delineated. The present brief report presents the results of separate factor analyses of the Category Test along with other neuropsychological measures from the Halstead-Reitan battery. Despite considerable differences in samples, as well as in the particular neuropsychological measures included in the separate analyses, the Category Test consistently lined-up with general intellectual and memory components, in each instance.

A competitive public economy places greater burden on agencies to cope with uncertainty and change, especially in periods of "turbulent transition." As transition provides new opportunity, we find great variance in the ability of agencies to defend, enlarge or change their public domains. Administrative adroitness seems to be related to both adequate perception concerning change and the capacity to process reliable information, plan innovative programs, and manage conflicting demands. This article looks at critical variables which show promise in explaining how public organizations enlarge their discretion in policy formulation and service delivery during transitional periods. This article analyzes the reasons which account for Greece's continuing membership in the Atlantic Alliance, even though NATO has not lived up to expectations and has failed to protect the nation's security against threats from Turkey. Following a brief examination of Greek attitudes toward NATO and the nature of dissatisfaction, the article argues that strategic concerns are, at best, of secondary importance. Instead, Greece's continuing membership in the Alliance is a result of the nation's economic ties to the West and the dependency of its military on NATO and Washington for advanced training, arms, war materiel, and other professional considerations. …
