In 1983, I told Richard Manning about Gale and Shapley's beautiful 1962 paper on matching. He asked whether in the Gale-Shapley it was in the interest of all participants to tell the truth. We rather quickly showed that in general it is not in the interest of the recipients of offers to be truthful. In fact we were able to show that no mechanism can guarantee efficient assignments and be cheatproof. We were very pleased. We argue that the evolutionary process of neoteny -- the natural selection of regulatory gene mutations that retain a youthful ontogenetic system of physiological and behavioral characteristics, and thus never activates the full species-specific features of the ancestors’ adulthood. The resulting new behavio-morph retains infant/young features throughout ontogeny and never displays the adult behavior or physiology of the adult ancestor. This kind of neotenic adulthood defines the human character. We not only inherit our ancestors’ youthful anatomy and physiology but the ancestors’ youthful motivations and proclivities such as docility and social dependency, curiosity and learning as well. Counting Groves-Ledyard Equilibria Via Degree Theory, Ted Bergstrom, Carl Simon, Charles Titus

A Nash equilibria of the Groves-Ledyard mechanism is Pareto optimal. But this may not be much use if there are many distinct Nash equilibria, since it is not clear that the mechanism would converge on any one of them. This paper shows that if preferences are quasi-linear, the Groves-Ledyard mechanism has a unique Nash equilibrium, but even in the simplest class of preferences in which demands for public goods are affected by incomes, the number of equilibria increases exponentially with the number of consumers. The paper makes use of some pretty mathematics and even sports a drawing of Whitney's umbrella.

Replacing The U.S. Income Tax With A Progressive Consumption Tax : A Sequenced General Equilibrium Approach, Don Fullerton, John B. Shoven, John Whalley

This paper examines the welfare consequences of changing the current U.S. income tax system to a progressive consumption tax. We compute a sequence of single period equilibria in which savings decisions depend on the expected future return to capital. In the presence of existing income taxes, the U.S. economy is assumed to lie on a balanced growth path. With the change to a consumption tax, individuals save more and initially consume less. As the capital stock grows, consumption eventually overtakes that of the original path, and the economy approaches the new balanced growth path with higher consumption and a greater …

Effects On Academic Learning Of Manipulating Emotional States And Motivational Dynamics, Gregory J. Boyle

The aim of this study was to investigate the effects of emotionally disturbing stimuli on the learning process. A five-minute film segment depicting horrific scenes of automobile accident victims, and part of a pathologist's post-mortem of a victim, was shown to an experimental group of 69 student teachers, while a non-treatment group of 66 student teachers served as controls. The two groups were well matched on several independent variables covering the four domains of ability, personality, motivation, and mood states. The emotionally disturbing treatment produced a decrement in learning performance, but resulted in a massive 36 per cent increase in …

Periodical Use In A University Music Library: A Citation Study Of Theses And Dissertations Submitted To The Indiana University School Of Music From 1975-1980, Richard Griscom

In an effort to measure in-house use of music periodicals, a citation study based on bibliographies in theses and dissertations was conducted at the Indiana University Music Library. A total of 256 titles were cited, but only 30% were cited more than once. While the periodical literature cited by musicologists has a low rate of obsolescence, the periodicals cited by theorists and educators becomes obsolete at a rapid rate, making the rate of obsolescence for the field as a whole, fairly high, unlike other subject areas in the humanities.
