The demand for water is increasing in the western United States. Coupled with growing emphasis on development of the western resources, the limited supply of water will create an expanding competitive market for water by agricultural, energy, industrial and municipal users.
The Upper Colorado River Basin is faced with a question of what water conservation measures in the agricultural and energy sectors can be instigated without reducing agricultural output. A methodology to estimate stochastic surface water flows was developed and applied to a case study area using chance constrained programming model. The results were analyzed as to the effects on different areas of production in Utah.

This research project has developed out of the desire to empirically test and evaluate the technique of shift/share analysis as applied to employment forecasting. Shifts in economic growth and more recently, the fast growth patterns on the West Coast have required the development of analytical techniques to forecast regional employment growth. Several methodologies have been applied to this problem including: regression analysis and trend extrapolation, economic base studies, and shift/share analysis.

The most disturbing and difficult empirical problems of labor economics revolve around the absence of crucial information; the wage an unemployed person would receive if he or she were working. The most controversial policy problem of labor economics is embodied in the question; when is unemployment a problem? The goal of this paper is to propose a methodology for studying the first problem that sheds some light on the second.

The emphasis in the study of economic fluctuations has been placed upon the disequilibrium nature of the growth process with private investment playing such a key role in generating oscillatory behavior. The view taken in this paper, however, is that fluctuations in aggregate economic activity are equilibrium phenomena. Expansionary and contractionary processes are considered as continuous adjustments along an equilibrium path through time.
The Hawtrey-Hicks monetary hypothesis is used in this study to explain irregular fluctuations in economic activity. Monetarist propositions together with rational expectations and dual-decision hypotheses are then drawn from the Hawtrey-Hicks analysis for the testing purposes. Quarterly …
