The purpose of this study is to present a history and analysis of the Republican Administration’s program in the Twenty-First Legislature, 1953. The basic provisions of measures drafted for the purpose of effecting this program have been quoted from the legislative bills to add to the general understanding of the topic. An attempt has been made to determine the reasons for the legislators’ attitudes toward various proposals; and an evaluation is given of the total proceedings.

This paper will deal with one aspect of the Marshall Plan, the counterpart fund system and its implementation during the period April 3, 1948, to June 30, 1952. It is intended to be an analysis of this legislative provision, in general, and of counterpart fund operations in the Netherlands, in particular. The practical use made of the Netherlands local currency counterpart funds, which originated in connection with Marshall Plan grants, will be illustrated by several descriptions of economic and technical assistance projects promoted by these funds.
