The purpose of this thesis is to examine the origin, enactment, and operation of the Direct Primary Code of New Mexico. What has been the effect of greater public participation in the selection of candidates? Has there been a change in the quality of individuals who now seek public office? Before an examination of the administration of the district health system is made, some of the background will be discussed; that is, the factors leading to the establishment of the act. Many of the objections which were raised at the time are still heard and some new ones have been voiced since the system has been active. These will be outlined.
