This dissertation investigates the concept of external legitimacy and its implications for de facto states in the international system. Previous research on state recognition has primarily relied on United Nations recognition as a binary measure, neglecting the nuanced variation in the external legitimacy of de facto states. To address this gap, this study introduces a new External Legitimacy Dataset and develops a comprehensive measure of external legitimacy. Using this dataset, the study demonstrates the utility of the measure by providing latent estimates for 31 de facto states and predicting violence based on their level of external legitimacy. Democratization theories assume that democracy and media freedom go hand in hand. However, in democracies, politicians and individuals who have a stake in political battles often attack journalists. How can political and electoral incentives that are at the heart of democracy create a minefield for journalists? Examining cross-national patterns of censorship and the experiences of journalists in Venezuela, Mexico, and Brazil captured in over 4,600 case narratives, 30 field interviews, and historical documents, I study the circumstances under which political rivalries result in anti-media violence. Since 1999, the protection of civilians (POC) has become central to UN peacekeeping, included in the mandates of most multidimensional missions. In 2009, the Security Council designated POC as a priority among mandated tasks, in part because of the assertion that protecting civilians creates conditions that are conducive to peace. Yet, to this point, there has not been a thorough examination of the relationship between the protection of civilians in conflict settings and the broader peace process. Criminal actors are widely assumed to maintain a low profile, exerting power through corruption, coercion, and clandestine networks. Scholarship that addresses public action on the part of criminal actors focuses almost exclusively on acts of violence. However, an ample empirical record demonstrates that criminal actors also communicate publicly to broad audiences. To better understand this practice, this project focuses on the phenomenon of narco-messaging in Mexico. The project asks: what do criminal actors say when they speak publicly, and why do they say it?

Moving beyond studies of social movements and NGOs, this dissertation examines how grassroots groups in Guatemala use transnational flows of goods, ideas, and people to create new organizational forms and types of political action. This case study of an organization of returned migrants, former combatants, and indigenous youth demonstrates how marginalized groups create platforms that facilitate connections between disparate actors across nation-state and identity borders. Drawing on field research in Guatemala’s Western Highlands, I explore how these platforms emerged, threats to them, their effects, and what they can teach us about political organizing in crisis. This dissertation project examines the wave of protests and practices of resistance that emerged in response to feminicide—the murder, with state impunity, of women and girls because they are female—in the northern cities of Ciudad Juárez and Chihuahua, Mexico. Its goal is to show how those women who live under extreme regimes of violence contest it since far too often social scientific studies that examine gender-based violence in northern Mexico have sough to understand its social, economic, and political roots.
