Louisville Metro Government has a multitude of quantitative data on demographics, health, and air quality in Rubbertown fenceline communities. This study explores how community-level research allows us to have a more robust understanding of the impact of environmental injustice. Spatial data was utilized to map various health variables, zoning, and community spaces relative to Rubbertown chemical facilities. A semi-structured interview was then conducted with a local environmental justice activist to gain a better understanding of their experience and the barriers to environmental justice for the residents of West Louisville. The first chapter analyzes how Premier League games in London impact demand for the city’s bike-sharing system. Bike-sharing systems affect mode choice for within-city transportation. Using bike rental data from Transport for London, this chapter exploits the plausibly-exogenous timing of Premier League games to identify how proximity to stadiums affects demand for London’s bike-sharing system. Results indicate games at Stamford Bridge (stadium) cause a 24.36% increase in the number of bike trips arriving within 0.5km of the stadium, with effects diminishing as distance increases. In contrast, games at London Stadium decrease nearby bike-sharing use and may actually crowd out would-be …

Fine particulate matter or PM2.5 can be described as a pollution particle that has a diameter of 2.5 micrometers or smaller. These pollution particle values are measured by monitoring sites installed across the United States throughout the year. While these values are helpful, a lot of areas are not accounted for as scientists are not able to measure all of the United States. Some of these unmeasured regions could be reaching high PM2.5 values over time without being aware of it. This paper uses difference-in-difference regression models to examine how state-level pollution discharge permits on concentrated animal feeding operations affect U.S. water quality. I ultimately deem the permitting to be ineffective at improving water quality, calling attention to the need to re-evaluate the ``socially optimal level of pollution."

The water-induced emission of mercury from soil has been studied, but a complete understanding of the mechanisms driving mercury reduction and emission in soil has not been reached. The current understanding is an immediate expulsion of soil gaseous mercury upon water treatment and an upward transport of dissolved soil ionic mercury as the water evaporates. We analyzed emissions from several types of samples using various methods to further our understanding on the mechanisms involved. Light-induced emissions from aqueous samples of humic acid (HA) spiked with mercury (II) chloride (HgCl2) showed that at higher concentrations of HA, less mercury …

This paper explores the history of plastic in the beauty and cosmetics industry, and how this toxic material is irreparably harming our ecosystems resulting from nonrecyclable packaging and a lack of microplastic management. This thesis explores the relationship between federal redlining policy and the siting of air polluting facilities, using a dual approach of geospatial analysis and historiography on Philadelphia as a case study. Geographic Information System (GIS) tools are applied to Environmental Protection Agency (EPA) data on air polluting facilities and the Home Owners’ Loan Corporation (HOLC) Residential Security Maps. This analysis is used to determine the number of facilities within redlined neighborhoods and their patterns of density. Findings suggest that higher concentrations of polluting facilities are present in those neighborhoods ranked lowest by the HOLC, while neighborhoods ranked highest show remarkably …

Assessing Conduct Disturbance And Fly Ash Exposure In Children., Jillian G. Winn

Minimal research has been conducted on fly ash (a byproduct of coal combustion) and health outcomes among exposed communities, and even less has looked at its effect on children’s behavior. This study specifically looks at fly ash exposure and conduct disturbance, using logistic regression to characterize their relationship. Conduct disturbance was gauged by t-scores of 55 or higher on the dimensions of aggression and delinquency of the Child Behavior Checklist. Fly ash exposure was determined by air and surface sampling of the children’s homes. While the odds ratios suggested fly ash exposure increases the likelihood of conduct disturbance, the results …

Conceptualized as early as 1920 by English economist Arthur Cecil Pigou, but not formalized until later work in the 1970s and 1990s, “environmental charges” are a form of Pigouvian taxes that suggest the revenue burden of governance could be shifted from economic “goods” to environmental “bads”. While their association with Pigouvian taxes would suggest that environmental charges are applied as a policy instrument to encourage the reduction or elimination of environmental externalities, their application at the federal level in the United States suggests this is not the case. The Clean Air Act, passed in 1970, is a major piece of U.S. legislation that governs ambient air pollution through National Ambient Air Quality Standards (NAAQS) established by the Environmental Protection Agency. This piece of legislation became very effective after it was amended in 1990. This amendment allowed the Environmental Protection Agency greater power in enforcement of the Act as well as more responsibility in tracking air quality across the country. The Environmental Protection Agency (EPA) continuously monitors six criteria pollutants that are known to have impacts on public health and welfare. One of these pollutants, fine particulate matter, or PM2.5 (which includes particles that are smaller than 2.5 micrometers in diameter), is easily inhalable and can enter the lining of the lungs and the bloodstream, posing a great risk to human health. Standards for allowable concentrations of PM2.5 were amended in 1997, 2006, and again in 2012, becoming increasingly stringent each time. How do increases in environmental protests in China impact increases in the implementation of environmental policies? Environmental protests in China are gaining traction. By examining these protests, this study analyzes forty-one protests and their impact on government enforcement of environmental regulations. Stratifying this study according to five areas (Beijing, Guangdong, Hunan, Jiangsu, and Sichuan), patterns began to emerge according to each area. Employing a framework William Gamson introduced (2009), this study analyzes the outcomes of environmental contention, including the use of co-optation and preemptive measures. This research presents a case study of resistance to contamination from three large chemical plants by activists in the communities of Montague and Whitehall located on White Lake, Michigan. Although clean-up efforts have met state and federal guidelines for brownfield and Superfund sites, the people and community of White Lake have continued to be vigilant regarding environmental protection and harbor many concerns regarding their future and redevelopment of sites that are likely still contaminated.

It’s filthier than the Newtown Creek or the Gowanus Canal, which are both designated as federal superfund sites. New York City has 520 miles of shoreline--that’s more than Miami and Los Angeles combined. These waterfronts are home to some of the city’s most polluted sites because major part of it is zoned for industrial use. Dozens of industrial plants in this area store toxic chemicals in flood zones: substances that are hazardous to our health, like Benzene, which is used in rocket fuel, toluene, a paint thinner, and lead a neurotoxin. In a flood, these chemicals can easily get caught up in moving waters and pollute entire neighborhoods.

In this dissertation, I present three distinct essays in health and public economics. In chapter 2, using Vital Statistics data from National Center for Health Statistics (NCHS) and a Difference in Difference methodology, I investigate the impact of the Paid Family Leave (PFL) of California on birth delay, infant health, and labor market outcomes of mothers after first childbirth. I find that PFL of California reduces birth delay by encouraging women to have their first child earlier. Results are more pronounced for older women who are over the age of 35. This policy also improves infant health by reducing incidence …

Using a suite of modeling techniques and instrumentation we study the atmospheric pollutants in the PdN Region. The first objective of this work was to measure hemi-spherically integrated, spectrally resolved solar photon flux (actinic flux) between the wavelengths 300 and 700 nm, and use the measured actinic flux to improve air quality simulations. Actinic flux was measured in the PdN region in order to calculate photolysis rate coefficients for different pollutants. The improved photolysis rate coefficients were then integrated into a photochemical air quality model (CAMx) in order to improve air quality forecasting. The Calumet and Hecla Copper Mining Company in Houghton County, Michigan, was established in 1865 and closed its doors in 1968. This company was a major contributor in developing secondary copper processing and used these methods to produce copper even when its underground mines were closed. C&H built its own electrical transmission system that could have rivaled many during its time. This allowed the company to have the ability to produce and control its electrical network and expand, but it had major environmental effects. Montana’s Lake Koocanusa sits at the end of a river system that drains Canada’s most productive coal country. Today, the waters of the massive lake contain a mineral called selenium, a poorly understood byproduct of mine waste. This summer, the U.S. federal government will be in a position to declare that the selenium in the lake puts Canada in violation of its international treaty with the U.S. The Montana government, however, is preparing to argue otherwise through its own water analysis.
