The Zabaleen Of Egypt: Citizenship Of Exception In Cairo's Urban Sphere, Kathryn Vallis

This thesis examines the relationships between citizenship, space, and the state, using the Zabaleen community in Cairo as a lens of analysis. The thesis argues that citizenship is both an institution and a practice of exclusion. It explores the social, political, and economic exclusions that the Zabaleen experience due to their position in a state of exception.

This paper aims to identify the drivers of Egypt’s aggregate macro fluctuations during the period 2002-2013. In particular, the paper will empirically investigate the effects of the unexpected shocks to consumers’ preference, cost-push, technology, and monetary policy on the dynamic behavior of output growth, inflation, and short-term nominal interest rate. The paper estimates a dynamic stochastic general equilibrium (DSGE) model with sticky prices for Egypt within a New Keynesian framework. The paper uses maximum likelihood, with quarterly data of key macroeconomic variables: GDP, inflation rate, and nominal interest rate from year 2002q1 until 2013q4. The purpose of this research is to examine the challenges and influencing factors of the Government Export Support Program (ESP) in Egypt. The program was initiated in 2002 with the aim of upgrading the value added of Egyptian exporters and strengthening their international market share. This analysis explores the unique and tumultuous approach to reform in Egypt and addresses
the effects of the implementation of neoliberal policy tools. These tools included privatization, price
liberalization, deregulation, and land reform in both urban and rural areas. Based on these effects, this
analysis will argue that the benefits accrued by the political-economic elite created opportunities for
new patronage networks that upheld elite economic privilege through the process of liberalization
while a wide swath of Egyptians suffered the loss of limited privileges and protections from the state

This dissertation looks into the violent, self-serving legal (neocolonial) order that revolves around wealth accumulation and the defense and sustainability of the status quo. The starting point and core idea that guides my discussion is the “redemptive” ideological framework and commitment to free market economies and profit-making. I thus look into the narratives upon which an alliance between development, progress, human rights and neoliberalism rests, in a manner that limits and restricts involvement and action; and normalizes and legitimizes suffering, ill-doing and irresponsibility through law.
