Rasheed Within the last twenty years, some educational researchers initiated an emphasis to study the accomplishments and contributions of African-American women in higher education. Although they were marginally recognized, some African-American women forged into uncharted territories by providing examples of administrative leadership in post-secondary settings. This dissertation provides historical insight into the design and implementation of one strategic plan of a public higher education system in an effort to inform future similar strategic planning processes. On July 1, 1994, the Board of Regents appointed Stephen R. Portch the ninth Chancellor of the University System of Georgia. The timing was advantageous because then Governor Zell Miller was determined to leave his legacy as Georgia’s “education governor,” and in those prosperous economic times, the Governor was eager to pour money into the university system. Student governance has been in existence as an integral part of higher education almost since the founding of the first college in colonial America. However, little is understood about the lived experience of students involved in student governance, and specifically those who participate in leadership positions within student government organizations such as the student government president. Our nation has made great strides since 1954's Brown v. Board of Education, 1963's I Have a Dream speech, and the passage of the Civil Rights Act of 1964. However, Jeannie and other minorities continue to endure in a struggle for true equality. A debate exists as to whether race issues are improved by discussion, or if they improve by ceasing these types of discussions and not even mentioning race.

Creating a healthy working environment through effective leadership in a service center setting can be difficult due to the particular features of a service center. This analysis of the organizational literature on service centers leads to the development of a blended leadership model. Professional School Counselors (PSCs) have been called to be leaders for educational reform to support the academic, career, and personal/social development of all students through the coordination and facilitation of their comprehensive, developmental school counseling program (American School Counselor Association , 2005; National Model). This study comprises a comparative analysis between the US and China regarding public sector leadership behaviors in the context of cross-boundary information sharing and integration. Based on the literature on leadership, public sector information sharing, and cross-cultural analysis, the research begins with an original case study in China set in the product safety and food safety policy domain. The case explores leadership behaviors of middle-level information leaders in the technological, organizational, and legal context of cross-boundary information sharing in this domain. A survey field study was conducted to analyze the impact of task-oriented and relations-oriented behaviors on leadership effectiveness and subordinate satisfaction. The current study not only looked at the simple relationships among variables, but also examined on the possibility of curvilinear relationships and additive effects versus multiplicative effects in predicting leader effectiveness and follower satisfaction.

To date no study has been undertaken with respect to Seventh-day Adventist senior college and university presidents’ actual and expected roles as perceived by the administrative team members and governing board chairs of these institutions. The purpose of this study was to determine the differences between presidents’ actual and expected roles.

This descriptive, exploratory, survey study included a sample (n = 78) of board chairs, presidents, academic vice presidents, student service vice presidents, and finance vice presidents located in 27 senior colleges and universities operated by Seventh-day Adventists in 17 countries, including the U.S.A.
