Dispatchers are the first link to assistance in the event of an emergency. Dispatchers must remain calm and gather information from terrified individuals, sort and extract the pertinent information, then relay that information to the responders. Effective dispatching is one of the most important functions of any public service agency (Christen 1991). This paper takes a look at the history and development of Computer Aided Dispatching (CAD). It will explain the various components of a fully functional state of the art CAD system and how each component affects the efficiency of emergency operations.
