Within the past decade, several attempts have been made to standardize a method for estimating postmortem submersion intervals (PMSI); however, the majority of these studies have focused on data from a temperate climate which cannot be taken as representative of large portions of the globe. This dissertation examines how perspectives of mental health among refugees are situated within the realities of the refugee resettlement system, a population for which information on this issue is quite limited. Through in-depth interviews and participant observation with Congolese refugees and non-Congolese refugee-serving professionals in a major Florida city, this dissertation examines how perceptions of mental health and mental health services among refugees were affected by financial insecurity and disparities in expectations. The idea that planners should work toward an equitable society has been part of the profession since the 1960s, largely based on the work of planning theorists like Paul Davidoff, Sherry Arnstein and Norman Krumholz. Transportation planning, however, has been slower than other sectors of the profession, such as housing, to embrace equity planning concepts. That has begun to change as concerns about income inequality, environmental justice and climate change have become more salient. Guided by traditional and micro-level theories, the present study seeks to identify the relationship between race/ethnicity and risk factors in the Florida juvenile justice system. Central to this explanation is the understanding that racial biases and stereotypes have been shown to influence the decision-making of probation officers. The objectives are to examine the extent that race and risk factors influence court outcomes, in addition to the extent to which individual level risk factors influence court outcomes. The results provide insight into the relationship between the influence of racial biases and stereotypes of probation officers and juvenile risk assessment scoring.

The United States is one of the top destination countries for human trafficking, and Florida has the third highest number of reported cases of human trafficking. Despite the severity of this issue, Florida anti-trafficking legislation, reintegration programs, and awareness campaigns tend to contribute to the invisibility of the victims and undermine their recovery and reintegration into society, especially when the victims are immigrants. This project uses a multi-method approach including content analysis of anti-human trafficking campaigns to argue that portrayals of a “perfect victim” only amplify stigmatization and discrimination against immigrant victims. Latino im/migrants are often portrayed in negative and stereotypical ways in mainstream U.S. media. This dissertation utilizes Ethnographic Content Analysis to analyze news segments about Latino im/migrants from Fox News, MSNBC and Univisión between 2010 and 2012 and digital storytelling with a group of Latino im/migrant parents in central Florida.

First, I questioned if a Spanish-language news media source constructed Latino im/migrant family-focused stories differently than mainstream English-language sources. Utilizing Critical Race Theory as a theoretical lens, I conclude that English and Spanish-language news stations portray Latino im/migrants in different ways. The Oil Pollution Act of 1990 requires the development of Regional and Area Contingency Plans. Increasing concentrations of atmospheric CO2 are in dynamic equilibrium with the oceans. The absorption of CO2 by seawater causes a decrease in seawater pH and calcite saturation state (SS). This process, termed ocean acidification, exerts deleterious effects on marine calcifiers. Studies of symbiont-bearing large benthic foraminifera (LBF) have reported a generally unfavorable response to increased concentrations of carbon dioxide ([CO2]).

Experiments and analyses were undertaken to examine the effect of increased [CO2] on the growth rate, ultrastructure, stable isotopes of carbon and oxygen, as well as Mg/Ca of the high-Mg miliolid Archaias angulatus and the low-Mg rotalid Amphistegina gibbosa. A …

This thesis explores historical contracting out trends and offers new research about contracting out activity by local jurisdictions in the state of Florida. The City of Bradenton is a patchwork city, whose neighborhoods vary greatly in quality. While its neighborhoods differ in type based on consumer preference, they vary in quality because of federal, state, and local planning and urban policy. These policies have resulted in inequality of place and race, clustering racial minorities in center city neighborhoods with deteriorated infrastructure and income inequality. In 2008 the Federal government enacted a Neighborhood Stabilization Program (NSP) to address the neighborhood effects of the late-2000s foreclosure crisis. Congress subsequently funded a second and third NSP. This research employs mixed methods to examine the effectiveness of the first round of the NSP in three Florida jurisdictions. The results are analyzed within the larger context of substantive housing theory and federal housing policy. The success of the program is evaluated using a mixed-scanning procedural planning theoretical framework.

This dissertation explores the culture of sport among African American male football players as well as African American perspectives on sport and success. A case study of six African American, Division 1 FBS (Football Bowl Subdivision) collegiate student athletes was conducted along with seventeen supplemental interviews with community members, parents, coaches and former athletes and fans. The participants answered questions that explored education, success, identity construction, ethnicity and sport. Archival data was also reviewed framing the discussion on football in Florida, links between education and sport participation and African American male academic achievement.
