Eight case studies across New England offer understanding of the role of the creative economy in the community and economic development of rural towns and small cities. The cases include Providence and Pawtucket, RI; Burlington, VT; and Portland, Bangor, Norway, Dover-Foxcroft, and the St. John Valley, ME. Ten elements or “building blocks” are observed to be important, leading to an explanatory model for the development of the creative economy in small communities. The Community Forest Collaborative seeks to expand community ownership and management of forestland in northern New England and has documented the value of community forests both as a community investment strategy and as a component of regional landscape conservation strategies.

Research conducted over the last three years has determined that there needs to be a concerted effort to develop an infrastructure of support communities that want to acquire own and manage forestland. Two principle actions were recommended:

Expand resources for acquisition and management

and

Expand formalize and institutionalize technical assistance

Over the last forty years, Scarborough has grown from a bedroom community to area commercial and retail center. Obviously, any development or changes in society cause positive and negative impacts on the community, environment, and business. For this reason, the economic growth experienced in Scarborough is an attractive topic in terms of highlighting its positive & negative impacts on local businesses, community and the environment. The purpose of this study is to understand the economic development process in Scarborough by examining the behaviors of certain categories of businesses which played important roles in this process.
