The State-Constituted Market Economy: A Conceptual Framework For China’S State–Market Relations, Isabella Weber, Hao Qi

China has created a distinct economic system. Yet despite a growing literature with valuable contributions on the institutional arrangements under ‘capitalism with Chinese characteristics’, the precise economic mechanisms underpinning China’s state–market relations remain undertheorised. In this paper we develop a conceptual framework of what we call China’s state-constituted market economy. We define essential as ‘systemically significant from the perspective of the state’. We argue that the Chinese state ‘constitutes’ the market economy by creating, participating and steering markets for essentials in order to stabilise and guide the economy as a whole. Since the end of World War II, the United States has developed and maintained its strategic alliances with Japan, South Korea, the Philippines, and Taiwan, and has worked to contain China through bolstering its deterrence strategy. However, after a century of humiliation, China is modernizing its military capabilities, improving in trade, and increasing political cohesion to become a regional hegemon. In light of these changes to the international order, the United States must re-evaluate its East Asian alliances and its current military and economic deterrence strategy against China. Patriarchal bargains have been studied in many settings as a strategy that helps women circumvent constraints and forge spaces for individual empowerment. Despite the growing use of mediated communication, little is known about how patriarchal bargains are enacted and realized within online interactions such as in discussion forums. By analyzing how Chinese unwed single mothers renegotiate the state’s oppressive population control and gender policies through their online activity, this study proposes the concept of “online patriarchal bargain” to extend patriarchal bargain theory to women’s Internet use. Regulated Market, Trapped Workers: The Impacts Of The "Tolerant And Prudent" Policy On Labour Precarity In China’S Online Ridehailing Sector, Wei Zhang, Hao Qi, Zhongjin Li

Since 2017, China has adopted the "tolerant and prudent" policy in regulating emerging digital platform industries. The impacts of this policy on labour precarity have been rarely studied. Drawing on an original survey of over 600 ride-hailing drivers in two Chinese cities, Nanjing and Beijing, we conduct a political economy analysis for a three-party framework involving the municipal government, capital, and labour. We find that, in accordance with the "tolerant and prudent" principle, municipal governments stipulated regulations regarding the qualifications of ride-hailing vehicles and drivers. As multinational food and beverage companies experience an increased demand to act mindfully in a changing globalized world, many are improving their corporate social responsibility (CSR) techniques. The specific problem to be addressed is the socio-economic barriers that have resulted in the failure of multinational food and beverage companies to implement effective corporate social responsibility techniques in China. Scholars have examined closely how China’s citizenship regime, namely, the household registration (hukou) system, manages domestic population movements. However, how China’s citizenship regime regulates emigrants abroad remains largely unexplored. In this study, I throw into sharp relief the external dimension of hukou through a genealogical investigation of China’s citizenship policies towards emigrants abroad over the past seven decades. I argue that the otherwise domestically oriented hukou regime also governs emigrant citizenship by first deregistering emigrants who have obtained foreign residency and then selectively restoring those who seek to return to China. Local Political Corruption And M&As, Chun Liu, Yang Chen, Shanmin Li, Liang Sun, Mengjie Yang

We examine the relation between local political corruption and firms' cross-province M&As using provincial-level data on corruption in China. The results show that firms in more corrupt regions are less likely to engage in cross-province M&As. Further analyses reveal that the effects of local corruption on the probability of cross-province M&As are stronger when corrupt officers have greater impeding benefits or lower impeding costs. Meanwhile, Both ex-ante intervention and ex post punishment are important channels through which corrupt officers hinder firms' cross province M&As. Moreover, informal institutions, such as social capital and informal networks can help to alleviate the negative …

Investigate the long first decade of reform in China (1978-1992) to show that Mises, in particular his initiating contribution to the Socialist Calculation Debate, became relevant to the reconfiguration of China’s political economy when the reformers gave up on the late Maoist primacy of continuous revolution and adhered instead to an imperative of development and catching up. During the Cultural Revolution, Mao had rejected the notions of efficiency and rational economic management. In the late 1970s, the reformers under Deng Xiaoping’s leadership elevated these notions to highest principle. As a result, Mises’ critique that socialism could not achieve a rational …

The purpose of this study is to identify signs of economic dependency China creates in South America. The study builds on dependency theory by challenging China's self-categorization as a periphery nation. Using the mixed-methods case study approach, this study explores the effects of China's going out policy in South America. Specifically, the focus in the study is on asymmetric trade, increased debt, and economic dependency in the context of Argentina, Chile, and Ecuador. Background: Problematic smartphone use is widespread, and college-age youth faces an especially high risk of its associated consequences. While a promising body of research has emerged in recent years in this area, the domination of quantitative inquiries can be fruitfully and conceptually complemented by perspectives informed through qualitative research. Toward that end, this study aimed to interrogate the myriad behavioral, attitudinal, and psychological tendencies as a side effect of college students’ engagement with the smartphone in their everyday lived experience through in-depth interviews.

This chapter analyses the participation of Singapore in the global value chains (GVC): how much of its gross exports are GVC-related trade; how downstream it is; and which countries are its key upstream and downstream trade partners. The analysis is carried out both at the country aggregate level and at the sector level. New formulas are proposed in the gross export decomposition framework of Koopman, Wang and Wei (2014) and Borin and Mancini (2017), to characterise a country/industry’s downstreamness in the GVC and the importance of each trade partner in its backward/forward linkages. Traditional platform businesses generally fall into one of two categories: Ecosystems, such as Apple’s App Store, which offer limited resources to a wide array of independently-run firms; and Corporate Venture Capital (CVC) companies, such as Intel Capital, which invest heavily into a small number of ventures that promise either financial or strategic returns. Public discourse under authoritarian rule is not monolithic. Yet how popular rhetoric engages with the hegemonic rhetoric in the same discursive space remains understudied. This article examines the rhetoric of a standup comedy show in China, streamed online and widely popular among Chinese millennials, to understand how alternative views on social issues can coexist with the hegemonic rhetoric. Using critical discourse analysis, it argues that some standup comedy performances transgress the hegemonic rhetoric of positive energy without outright subversion. Comedians use subversive affirmation, self-deprecation, ambiguity, absurd fantasy, and irony to present alternative viewpoints on social issues of broad interest, such …

The latest survey results convey an upshift in growth projections of the five largest economies in aggregate accompanied by higher inflation, especially this year and to a lesser extent next year. The aggregate “Big5” median real GDP growth projections for 2021 and 2022 were raised to 6.7% (up in US, CN and EA but down in IN and JP) and 4.9% (all except US), respectively. China and Vietnam have experienced waves of labour and welfare reform since both countries shifted to market socialism, pursuing a development model that depends on the labour of millions of rural–urban migrants in global factories. Their similar development trajectories are productive for theorizing the relationship between labour and welfare. This article conceptualises the two countries’ distinctive regime of migrant labour welfare as integral to a cycle of commodifcation that encompasses the overlapping processes of commodifcation, de-commodifcation and recommodifcation of labour. Based on the analysis of President Donald J. Trump’s social media, along with excerpts from his speeches and press releases, this study sheds light on the framing of white supremacy during the first months of the COVID-19 pandemic in the United States. Our findings reveal that the triad of divide, divert, and conquer was crucial to Trump’s communications strategy. We argue that racist nativism—or racialized national threats to American security—is key to comprehending the external divisiveness in this strategy. Since starting its economic reform four decades ago, China has been highly successful in integrating its economy into regional and global value chains (GVCs). This started with simple assembly and processing, then expanded to low-end labor-intensive manufacturing, and gradually moved up to technology-intensive and capital-intensive industries. Predicting Chinese State-Owned Enterprise Policy Incidence, Sara Hsu

In this exploratory research, we examine the effect of economic and noneconomic indicators on the creation of Chinese state-owned enterprise policies. Using a VAR model, we find indicators that explain state-owned enterprise policy creation variance, which means that we can explain, to some extent, the incidence of state-owned enterprise policies. This reduces economic policy uncertainty, thereby having the potential to increase economic activity and reduce costs.

The author discussed about the foremost geopolitical challenge China is facing as the Chinese Communist Party (CCP) marks its centenary on July 1. He pointed out that bilateral ties between US and China are patently lacking in trust, but believes both can find convergence and achieve mutual respect if determined efforts are channelled towards policies, institutions, norms, and cooperation that seek to incrementally enhance security and cooperation for both countries even as they robustly engage each other on the issues.
