Powering Sustainability: Municipal Utilities And Local Government Policymaking, George C. Homsy

Sustainability policymaking presents numerous challenges to local governments. Municipal leaders, especially in smaller cities and towns, report that they lack the fiscal capacity and/or technical expertise to adopt many environmental protection policies. This paper investigates whether the more than 2,000 municipally-owned utilities have the potential to mitigate those problems. Data from two surveys of local governments in the United States (n=861), modeled in a pair of negative binomial regressions, finds a positive correlation between those cities with municipal power companies and those with an increased number of community-wide sustainable energy policies. The main aim of this study is analyzing the reasons hindering the democratic transition in Pakistan. This is due to the continuity of the military rule for such a long time with small periods of democracy. The study found that the electoral system negatively affects the Democratic Transition process in Pakistan. The city of Portland, Oregon, is often hailed in news and popular media as the capital of the U.S. alternative food movement. In 2002, the Portland Multnomah Food Policy Council (PMFPC) was established to address the region's growing interest in cultivating a sustainable local food system. Council members contributed to many notable achievements, including a healthy corner store initiative, a beginning farmer training program, and changes to zoning codes to expand urban agriculture. This paper examines the tensions of sustainable development in Seattle, Washington, a commonly recognised urban environmental leader. Drawing on the perspective of sustainability as a conflicted process, this research expected a negative relationship between gentrification and environmental justice when affluent residents outcompete less affluent ones for neighbourhoods with fewer environmental hazards. The methods combine geographic cluster analysis and longitudinal air toxic emission comparisons to analyse socioeconomic changes in Seattle Census block-groups between 1990, 2000, and 2009 coupled with measures of relative potential risk and pollution volume. The Genuine Progress Indicator, or GPI, is an alternative economic indicator that seeks to measure net economic welfare—the economic welfare that is gained by economic activity after the costs of producing that welfare (such as the costs of air pollution, water pollution, resource depletion, climate change, and the like) are deducted. From a GPI perspective, the economy of the Lower Mississippi River Corridor is not nearly as robust as traditional modes of economic analysis would suggest. There are clear paths to increasing GPI (and human economic wellbeing) that have implications for environmental, economic and river-management policy.

Globally, the thoroughbred breeding and racing industry is reporting a declining trend. A report commissioned by the Jockey Club in the US, known as the McKinsey report, explicitly linked the public’s concern with animal welfare and the use of drugs to declining betting and attendance in the US. In various racing nations in Europe, in Australia and the US, thoroughbred racing is experiencing pressures from external sources and from within, with even industry participants calling for change. Based upon twelve months of anthropological fieldwork in Cabo Pulmo, Baja California Sur, Mexico, this article uses political ecology and theoretical work on ideology to examine how local residents use the concept of sustainability to advocate for alternative visions of development. Conceptually, the idea of sustainability has a long, often conflicted history. As political ecologists have pointed out, sustainability can be everything from a tool of dominance and pacification to a strident defense of environment, place, and local rights. Households within affluent countries are increasingly prominent in climate change adaptation research; meanwhile, social and cultural research has sought to render more complex the dynamics of domesticity and home spaces. Both bodies of work are nevertheless framed within a view of the future that is recognizable from the present, a future reached via socioecological change that is gradual rather than transformative or catastrophic. The success or failure of rural water services in the developing world is a result of numerous factors that interact in a complex set of connections that are difficult to separate and identify. This research effort presented a novel means to empirically reveal the systemic interactions of factors that influence rural water service sustainability in the municipalities of Darío and Terrabona, Nicaragua. To accomplish this, the study employed graphical modeling to build and analyze factor networks. Influential factors were first identified by qualitatively and quantitatively analyzing transcribed interviews from community water committee members. Hunts Point is a notoriously over-planned neighborhood. As the exploration of recent plans on page 15 illustrates, Hunts Point has been both the beneficiary and victim of planning efforts that have left many in the community feeling over-surveyed with inadequate results to show for it. Our client made it clear from the beginning that the community did not need another plan to sit on a shelf. Therefore, the team chose to focus on small-scale, actionable interventions that could be implemented without significant capital outlays.
