In this thoughtful and intricate cross-disciplinary debate, Professors Eric W. Orts, of Penn’s Wharton School, and Cary Coglianese, of Penn’s Law School, discuss the benefits and disadvantages of collaborative public policy decision making in the environmental context. It is no exaggeration to say that each year the world grows ever more aware of the nature of the environmental problems we face, and yet critical policy solutions continue to remain beyond the grasp of even the most interested parties. Consistent differences in human behaviour are often explained with reference to personality traits. Recent evidence suggests that similar traits are widespread across the entire animal kingdom and that they may have substantial fitness consequences. One of the major components of personality is the shyness–boldness continuum. Little is known about the relative contributions of genes and the environment in the development of boldness in wild animal populations. Here, we bred wild-caught fish (Brachyraphis episcopi) collected from regions of highand low-predation pressure, reared their offspring in the laboratory under varying conditions and tested boldness utilising an open-field paradigm. Federal, state and local wetlands protection laws that restrict landowners’ ability to develop their properties in certain ways could decrease the value of the affected properties. However, the regulations could also give benefits to nearby neighbors who no longer need worry about increased development in their area. Given that some properties may decline in value, while others increase, the impact on individual properties must be determined empirically. This study uses a data set from Newton, Massachusetts to examine the impact of wetlands laws on the regulated properties, as well as on proximate properties. Looking at house sales data from 1988 …

The history of a grassroots struggle against proposed mining projects in the Ecuadorian community of Junín reveals the centrality to its development of a “colono mentality” augmented by the conscientization of liberation theology. Links established between local organizers and NGOs in Ecuador and elsewhere helped the community to raise the costs of development sufficiently to drive the mining company away. A subsequent rise in the price of copper altered the comparative-advantage formula again, however, and a new mining company is seeking to win community members’ hearts and minds. This article discusses issues involved in the management of the Lower Fraser Valley (LFV) airshed, which straddles the border of Washington State and British Columbia. Many factors influence the management of the airshed, including geography, asymmetric patterns of growth, and differing regulatory contexts. There have been episodes of controversy associated with airshed management, with the greatest recent controversy centered around a 1999 proposal to build an electric generation facility in Sumas, Washington. The socalled “SE2” facility (Sumas Energy 2) received construction permits from Washington State, but died when Canada’s National Energy Board denied a power-line permit that was needed to …

This article analyzes how local stakeholders along the Canada – U.S. border are increasingly involved in binational governance of water. The article highlights the growing influence of regional, multi-jurisdictional organizations such as the Washington – B.C. Shared Waters Alliance, as well as the changing role of long-standing supranational institutions such as the International Joint Commission. Particular emphasis is given to the topic of the relative institutional capacity of local groups within multi-jurisdictional, international structures. The article concludes with remarks that can guide public policy on local involvement in transboundary water issues.

Non-indigenous invasive species (NIS) create a multitude of undesired economic, social, and ecological effects. Financial costs include reduced revenue and property value, and prevention and control expenditures (Pimentel et al., 2000). Social impacts include reduction in preferred uses including cultural and recreational activities, as well as loss of valued aesthetic qualities and civic pride in the surrounding ecological landscape (Bureau of Land Management, 2006). Ecological impacts include changes in soil and water quality, alteration of habitats, and displacement of native species (Elton, 1958).

[extract] This paper examines the role of the language and academic skills (LAS) lecturer in a multi-media and geographically distributed learning environment at the University of Wollongong. By this we mean providing language and academic skills support where subjects comprising various degree programs are taught simultaneously across a range of networked satellite campuses including, at times, the central campus: hence the idea of a ‘distributed learning environment’. Subject delivery to this network of campuses is variously achieved through the use of multi-media teaching and learning technologies such as videoconferencing, web-based resources, online discussion spaces, pod-cast lectures, and face-to-face tutorials.
