Endline Results Brief: What Works To Improve Outcomes For Kenya's Adolescent Girls?, Population Council

The Adolescent Girls Initiative–Kenya is a study that evaluates the long-term impact of a multisectoral intervention targeted at adolescent girls aged 11 to 15 years from Kibera and rural Wajir. The intervention consists of four components: a community-based violence-prevention program, an education conditional cash transfer (CCT), health-focused girls-empowerment clubs, and wealth creation for girls via financial education and savings. A random selection of 6,000 girls were exposed to different components of the intervention. Key results, noted in this brief, are: conditional cash transfers are a key driver of improvement in education outcomes, and of delaying sexual debut and pregnancy in …

In Kenya, early pregnancy is a challenge for girls that often has immediate effects on their educational opportunities, future implications for their social, health, and economic outcomes, and immediate and ongoing negative impacts on their children. Early pregnancy is an outcome shaped by a myriad of issues affecting an adolescent girl’s life—including community norms on gender roles, violence, and the social value of girls; barriers to formal education; household poverty; lack of economic independence; experience of violence; and social isolation. As a guiding program theory, asset-building centers on the idea that skills, knowledge, relationships, and concrete resources can all constitute assets, or “stores of value,” that girls can, in turn, mobilize to make healthy choices, seek support, navigate institutions, and access entitlements. This approach is inherently multisectoral, rooted in a commitment to prioritize understanding of and respond to the diversity of girls’ needs, capacities, and experiences. The Asset Exercise operationalizes the concept of “asset-building” into concrete terms. Access to electricity in rural Sierra Leone is scarce. Estimates on the proportion of households having regular access to electricity range from 1 to 5 percent. Along with mobile phones, which are now common even in settings where phone lines never reached, new energy technologies are beginning to fill in where traditional infrastructure is absent. Solar technologies hold promise for expanding access to electricity while offering sustainable alternatives to expensive, nonrenewable sources for powering lights, phones, tools, and appliances. The Indigenous Adolescent Girls’ Empowerment Network (IMAGEN) is an initiative within Indian Country seeking to strengthen the protection, safety, and resilience of girls in Native communities by reclaiming neighborhood spaces in which to rekindle matrilineal traditions. Housed within the Girl Innovation, Research, and Learning (GIRL) Center, IMAGEN’s evidence-based approach consists of a set of adaptable planning tools honed over 20 years in global settings that enables the establishment of neighborhood safe spaces for girls. IMAGEN's resilience Cards are an asset-building resource designed for program leaders who are planning to work with adolescent indigenous girls.

The Adolescent Girls Empowerment Program (AGEP) intervention was conducted over two years to support more than 11,000 vulnerable adolescent girls in Zambia. It was led by the Population Council in partnership with the Young Women’s Christian Association of Zambia (YWCA), the National Savings and Credit Bank of Zambia (Natsave), and the Government of Zambia. To assess the impact of AGEP on mediating and longer-term demographic, reproductive, and health outcomes, Population Council researchers designed and implemented a longitudinal, cluster randomized controlled trial across all program areas. The theory of change behind the Adolescent Girls Empowerment Program (AGEP) posited that adolescent girls are empowered by building social, health, and economic assets that they can then draw on to reduce vulnerabilities and expand opportunities. In the long term, they will then increase their likelihood of completing school, delaying sexual debut, and reducing risks of early marriages, unintended pregnancies, acquisition of HIV, and other possibly detrimental outcomes. This curriculum guide is designed to help female mentors in the GirlsRead! program in Zambia to directly engage girls in critical thinking about gender inequalities and discrimination, and help them build the assets and confidence needed to act on their own behalf and as progressive voices in their communities. This fact sheet outlines results from the Adolescent Girls Initiative–Kenya, a study that evaluates the long-term impact of a multi-sectoral intervention targeted at adolescent girls aged 11 to 15 years from Kibera and rural Wajir. The intervention consists of four different components: a community-based violence-prevention program, an education conditional cash transfer (CCT), health-focused girls' empowerment clubs, and wealth creation for girls via financial education and savings. Results indicate that the approach was a cost-effective way to create positive change across a range of well-being factors for young adolescent girls, including education, health, and economic outcomes.

Adolescence is a critical period in the lives of young people and potentially a time to reap lasting benefits from interventions that improve general, sexual, nutritional, and maternal and child health. The government of Zambia is committed to improving the nutritional status of adolescents and pregnant women and their children. Nonetheless, adolescent girls in Zambia remain at risk for macro- and micro-nutrient deficiencies that have deleterious effects on growth, development, and maternal and child health. They provided 250 bicycles as an additional component of AO to assess its effectiveness in increasing mobility and school attendance in four municipalities in Guatemala. In Bangladesh, where efforts to prevent child marriage have focused on the enforcement of laws and policies, little research exists on what approaches work best to delay marriage and why. To help fill this evidence gap, in 2012 the Population Council and partners embarked on a four-year study to understand whether skills-building approaches to empower girls can delay marriage in three districts in southern Bangladesh where child marriage rates are high.
