Evidence-Informed Planning And Action In Central Asia: Learnings From The Tajikistan Adolescent Wellbeing And Health Pilot Project, Population Council

To address adolescent health and wellbeing in Tajikistan, the Aga Khan Foundation (AKF) and Population Council used a hybrid human-centered (HCD) and evidence-based program design to engage adolescent girls, boys, and caregivers in a guided process of defining key issues and program areas. The design informed the development of a first-of-its-kind program model for AKF and in Tajikistan: coordinated community-based groups for adolescent girls and boys, caregivers' groups, and an institutional stakeholder community of practice in Tajikistan. Design and implementation experiences established "proof of concept" as a basis to expand the approach across the country and region. The pilot generated …

This report presents findings from the baseline survey of the Violence Outcomes in COVID-19 Era Study (VOCES-19). The study, conducted by Population Council Mexico in collaboration with the National Institute of Youth and the National Center for Gender Equity and Reproductive Health aims to understand the impact of the COVID-19 pandemic and accompanying mitigation measures on the experience and perception of violence among 15–24-year-olds living in Mexico, as well as its effects on other social, economic, and health, related outcomes. More than a decade after the enactment of the Protection of Women from Domestic Violence Act, 2005, violence against women and girls remains widespread in India, and patriarchal norms and attitudes continue to underpin gender roles. While programs that focus on empowering women and girls are necessary, they are not sufficient in themselves to prevent violence; men and boys are key players, and violence prevention programs must include them. The Urban Adolescents’ Needs Assessment Survey in Bangladesh was designed to provide a general overview of the experience of urban adolescents, along with specific policy recommendations for adolescent programs. The Population Council, in collaboration with the BRAC Institute of Educational Development, developed this study as part of a broader needs assessment to inform several urban adolescent programs aimed at improving educational outcomes, providing better access to sexual and reproductive health information, and providing counseling and mental health support. This technical report describes the situation of adolescents according to a baseline assessment conducted in selected villages in India. The objectives of the assessment were to explore the attitudes, practices, and behaviors of adolescent girls, their adolescent brothers and if married, their husbands, with regard to sexual and reproductive matters, including HIV; their perspectives on adolescent girls’ and boys’ vulnerability to HIV and ways in which it can be mitigated; and the perspectives of parents and other critical adults in the community on the vulnerability of adolescent girls and boys to HIV. In Ethiopia, the Ethiopia Ministry of Youth and Sports, the Amhara Regional Bureau of Youth and Sports, and the Population Council implemented programs for vulnerable girls. As these programs increased in popularity, demand for support programs arose from husbands. Qualitative, in-depth interviews were undertaken among adolescents, men, and women in the Amhara Region, exploring the roles of men and women, risk-taking behavior, and patterns of HIV and reproductive health vulnerability.
