The Fourteenth Meeting of the States Parties (14MSP) was a formal meeting of the 162 States Parties to the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction. It was held in accordance with Article 11 of the Convention and pursuant to the decision of the Convention’s 2014 Third Review Conference. This thesis attempts to ask how the United States should conduct foreign policy towards Iran given the Joint Comprehensive Plan of Action (JCPOA), agreed to on 14 June 2015. The 2015 JCPOA initiated a drastic shift in US foreign policy toward Iran. It is now up to US policy makers to craft a coherent Iran foreign policy moving forward from the agreement. In Search Of Safety, Negotiating Everyday Forms Of Risk: Sex Work, Criminalization, And Hiv/Aids In The Slums Of Kampala, Serena Cruz

This dissertation offers an in-depth descriptive account of how women manage daily risks associated with sex work, criminalization, and HIV/AIDS. Primary data collection took place within two slums in Kampala, Uganda over the course of fourteen months. The emphasis was on ethnographic methodologies involving participant observation and informal and unstructured interviewing. Insights then informed document analysis of international and national policies concerning HIV prevention and treatment strategies in the context of Uganda. The dissertation finds social networks and social capital provide the basis for community formation in the sex trade. It holds that these interpersonal processes are necessary components for …

We use the National Longitudinal Study of the High School Class of 1972 and the Education Longitudinal Study of 2002 data sets to evaluate changes in the college matching process. Rising attendance rates at 4-year institutions have not decreased average preparedness of college goers or of college graduates, and further attendance gains are possible before diminishing returns set in. We use multinomial logic models to demonstrate that measures of likely success (grade point average) became more predictive of college attendance over time, while other student characteristics such as race and parents’ education became less predictive. Multimarket Contact And Strategic Entry Decisions, James E. Prieger

This work examines the relationship between multimarket contact (MMC) and entry in the US broadband service industry. I examine unique data on entry into ADSL broadband over the years 2005-2008 in the US. Results indicate that MMC increases the probability of entry into local broadband markets by incumbent local telephone companies, which is consistent with the firms’ expectations that competition will be softer in such markets. Thus, the evidence is consistent with the notion that MMC facilitates mutual forbearance. A deeper investigation uncovers evidence consistent with firms using MMC to help build “spheres of influence” to limit competition. Evidence for …

Can Simple Mechanism Design Results Be Used To Implement The Proportionality Standard In Discovery?, Jonah B. Gelbach

I point out that the Coase theorem suggests there should not be wasteful discovery, in the sense that the value to the requester is less than the cost to the responder. I use a toy model to show that a sufficiently informed court could design a mechanism under which the Coasean prediction is borne out. I then suggest that the actual information available to courts is too little to effect this mechanism, and I consider alternatives. In discussing mechanisms intended to avoid wasteful discovery where courts have limited information, I emphasize the role of normative considerations.

Despite the numerous initiatives suggested and implemented to reform education in Egypt, very little was achieved in terms of improving education quality and, consequently, boosting development and democratic transition processes in Egypt. This paper argued that basic education in Egypt suffered variant degrees of weaknesses in applying good governance dimensions, including participation, accountability, responsiveness, fighting corruption, effectiveness and transparency, which ultimately affected negatively the overall performance of the basic education sector in Egypt. Based on interviews with rural homeless service providers, the authors examine in this practice note how policy has created shifts in practice for organizations serving homeless populations. Homeless individuals find a decreasing opportunity for assistance while awaiting Rapid Re-Housing. Some organizations, dependent on Rapid Re-Housing monies, are facing a lack of funding to pay for general homeless care provision. Organizations are creating care networks to address requirements of the new policy in addition to pooling resources in underserved areas.
