The Moving to Opportunity for Fair Housing Demonstration (MTO) randomly assigned housing vouchers to public housing residents in an experimental test of the effect of neighborhood and location on household outcomes. In terms of adult employment outcomes, the 2 treatment groups did not significantly differ from the control group. We use MTO data to examine whether spatial proximity to jobs and job growth explains this lack of treatment effect. The deeply laterised landscapes of Western Australia’s wheatbelt contain large amounts of ferruginous concretions or pisoliths, referred to locally as ironstone gravel. Soil surveys over the years have described ironstone gravel presence and abundance, and the state soil classification system recognises their importance in agriculture by designating ‘ironstone gravel soils’ at the highest level of the classification hierarchy. These gravels have generally been assumed inert in agricultural soils; however, farm trials and anecdotal experience suggest they may play a more active role in nutrient and water retention than previously recognised. Looking at the entire soundscape and studying its spatial variability can often give us important information about the health of the ecosystem. However, most previous studies only measure sound intensity, and are therefore limited in their depiction of the soundscape. Another tool for mapping soundscapes is SPreAD-GIS. Policy experiments have often been touted as valuable mechanisms for ensuring sustainability transitions and climate change adaptation. However problems exist both in the definition of ‘experiments’, and in their design and realization. While valuable, most experiments examined in the literature to date have been small-scale micro-level deployments or evaluations of policy tools in which the most problematic element revolves around their “scaling-up” or diffusion. We present the results of analyzing gait motion in first-person video taken from a commercially available wearable camera embedded in a pair of glasses. The video is analyzed with three different computer vision methods to extract motion vectors from different gait sequences from four individuals for comparison against a manually annotated ground truth dataset. Using a combination of signal processing and computer vision techniques, gait features are extracted to identify the walking pace of the individual wearing the camera as well as validated using the ground truth dataset. This report presents the results of vegetation monitoring efforts in 2016 at Scotts Bluff National Monument (SCBL) by the Northern Great Plains Inventory and Monitoring Network (NGPN) and Northern Great Plains Fire Ecology Program (NGPFire).

During the sixth full year of field work, crew members from NGPN visited eight long-term monitoring plots on May 23-25, 2016 to collect data on the plant communities at SCBL. The Landsat 5 Thematic Mapper (TM) sensor provided the longest single mission terrestrial remote sensing data record but temporally sparse station keeping maneuvers meant that the Landsat 5 orbit changed over the 27 year mission life. Long-term Landsat 5 TM reflectance inconsistencies may be introduced by orbit change induced solar zenith variations combined with surface reflectance anisotropy, commonly described by the Bi-directional Reflectance Distribution Function (BRDF). Are There Environmental Benefits From Driving Electric Vehicles? The Importance Of Local Factors, Stephen P. Holland, Erin T. Mansur, Nicholas Z. Muller, Andrew J. Yates

We combine a theoretical discrete-choice model of vehicle purchases, an econometric analysis of electricity emissions, and the AP2 air pollution model to estimate the geographic variation in the environmental benefits from driving electric vehicles. The second-best electric vehicle purchase subsidy ranges from $2,785 in California to -$4,964 in North Dakota, with a mean of -$1,095. Ninety percent of local environmental externalities from driving electric vehicles in one state are exported to others, implying they may be subsidized locally, even when the environmental benefits are negative overall. Geographically differentiated subsidies can reduce deadweight loss, but only modestly.

Effective management of land-side transportation provides the competitive advantage to port terminal operators in improving services and efficient use of limited space in an urban port. We present a hybrid simulation model that combines traffic-flow modeling and discrete-event simulation for land-side port planning and evaluation of traffic conditions for a number of what-if scenarios. We design our model based on a real-world case of a bulk cargo port. However,most of existing methods depend on hand-crafted features. Motivated by the successful use oflong short-term memory (LSTM) for many natural language processing tasks, in this paper, weadopt LSTM to learn the representation of a microblog post. Global climate change (GCC) is projected to bring higher-intensity precipitation and higher-variability temperature regimes to the Northeastern United States. The interactive effects of GCC with anthropogenic land use and land cover changes (LULCCs) are unknown for watershed level hydrological dynamics and nutrient fluxes to freshwater lakes. Increased nutrient fluxes can promote harmful algal blooms, also exacerbated by warmer water temperatures due to GCC. In this paper we examine how people negotiate, interpret and repair the frame of reference (FoR) in online text based dialogues discussing spatial scenes in Swedish. We describe work-in-progress in which participants are given different perspectives of the same scene and asked to locate several objects that are only shown on one of their pictures. This task requires participants to coordinate on FoR in order to identify the missing objects. This study has implications for situated dialogue systems.

A two-step protocol has been devised as a rapid and selective alternative to conventional differential extraction techniques with an increased recovery of DNA. The protocol involves pressure cycling with the Barocycler® NEP 2320 from Pressure Biosciences. Inc. in alkaline conditions for epithelial cell lysis and removal. This step is followed by alkaline lysis at 95º C for extraction of sperm cell DNA. At 1:1 or 2:1 female to male cell ratios, high selectivity and complete separation can be achieved. October of 2016 brought Hurricane Matthew to coastal Virginia, providing once again an illustration of the vulnerability of the Hampton Roads region and economy to the threats and impacts of flooding and the role of sea level rise in those impacts. The hurricane prompted Virginia Governor Terry McAuliffe to state, “Climate change is real. Sea-level rise is happening. Recent surveys suggest tens of thousands of elephants are being poached annually across Africa, putting the two species at risk across much of their range. Although the financial motivations for ivory poaching are clear, the economic benefits of elephant conservation are poorly understood. We use Bayesian statistical modelling of tourist visits to protected areas, to quantify the lost economic benefits that poached elephants would have delivered to African countries via tourism. Our results show these figures are substantial (∼USD $25 million annually), and that the lost benefits exceed the anti-poaching costs necessary to stop elephant declines across the continent's savannah …
