How are Virginia's academic libraries promoting civic engagement? This poster presents results of a statewide civic engagement survey and shares one academic library's civic engagement outreach activities. Civic literacy competencies, such as the ability to contact representatives, are related to information literacy skills, and libraries should continue to promote them.

This cross-sectional, repeated measures, quasi-experimental study evaluates changes in college stu- dents’ commitment toward, and confidence in, political participation, civic engagement, and multi- cultural activism. Our sample (n = 653) consisted of college students in a Midwestern university who participated in one of three social justice education course types (service learning, intergroup dialogue, or lecture-based diversity classes) or in an “introduction to psychology” course (the non-intervention group). After completion of a social justice education course, students reported an increase in politi- cal participation and multicultural activism, whereas students enrolled in the non-intervention group reported no changes in these measures. We present the Field School model of intercultural civic education, service-learning, action research training, and collaboration (with local academic and community partners) based on field work in applied anthropology. Theoretical and methodological foundations of the Field School also include experiential learning and immersive pedagogy, multiculturalism and cross-cultural communication, international education and study abroad programs, collaborative international development, participatory research, and in-depth knowledge in one’s own specific discipline. This Article, part of the special issue commemorating the fiftieth anniversary of the Administrative Conference of the United States (“ACUS”), situates ACUS’s recommendations for improving public rulemaking participation in the context of the federal “plain language” movement. The connection between broader, better public participation and more comprehensible rulemaking materials seems obvious, and ACUS recommendations have recognized this connection for almost half a century. Remarkably, though, the series of presidential and statutory plain-language directives on this topic have not even mentioned the relationship of comprehensibility to participation until very recently. With rapidly evolving technologies, boundaries between traditional modes of communication have blurred, creating an environment that scholars still describe from viewpoints as researchers in interpersonal, organizational or mass communication. This manuscript looks at the social capital literature and argues for conceptualizing “communication capital” to help understand the impact of communication phenomena in a changing environment. Several long-standing theories intersect in discussing the impact of community characteristics and of the mass media. The structural pluralism model popularized by Tichenor and his colleagues says that social structure influences how mass media operate in communities because they respond to how power is distributed in the social system, whereas the linear model says that the increasing size of a community's population leads to more social differentiation and diversity and corresponding increases in subcultures with their own beliefs, customs, and behaviors. Civil jury service should be a potent form of deliberative democracy, creating greater civic engagement. However, a 2010 seven-state study of jury service and voting records found no overall boost in civic engagement following service on civil juries, whereas jurors who served on criminal cases did show increased civic engagement following their jury service. This article reports a project that augments the civil jury data set with information about jury decision rule, jury size, defendant identity, and case type and examines whether specific types of civil jury service influence postservice voting. A new form of online citizen participation in government decisionmaking has arisen in the United States (U.S.) under the Obama Administration. “Civic Participation 2.0” attempts to use Web 2.0 information and communication technologies to enable wider civic participation in government policymaking, based on three pillars of open government: transparency, participation, and collaboration. Thus far, the Administration has modeled Civic Participation 2.0 almost exclusively on a universalist/populist Web 2.0 philosophy of participation. Yet, there is a potentially underestimated value in substantive reflections of the members of the public who will be affected by a particular piece of regulation. Student exit polling has demonstrated value in the classroom (Berry and Robinson 2012; Evans and Lagergren 2007; Lelieveldt and Rossen 2009), but faculty typically operate these polls in isolation. When faculty collaborate, however, students gain additional benefits from the experience. Collaboration provides a geographically diverse “student community” that allows students to engage in experiential learning beyond the confines of their immediate classrooms. The authors have created assignments and an instructor's manual on running student exit polls in undergraduate courses. Three institutions used these assignments during the Fall 2012 semester. The Dynamics of Civil Resistance (DOCR), is a not-for-profit popular education and cultural development programme in Oceania. We work in collaboration with churches, human rights organisations, traditional leaders, women leaders, youth and student groups and community organisations to establish a network of indigenous educators who can resource nonviolent social movements and democratic transitions.

Civic engagement is vital for liberal democracy, the proper functioning of social, civic, and governmental institutions, and economic growth. This report examines citizen participation in political and social civic life in California. We begin by comparing the state to the nation at large, and find that California lags the nation in most forms of civic engagement. The data show that, on average, Whites were more engaged than Blacks, Hispanics, and Asians, and native citizens born in the US are more engaged than citizens born elsewhere and non-citizens. Regulations.gov is an award winning government website that has democratized the rulemaking process by making it easier for citizens to search, read, and comment on proposed rules advanced by federal agencies. Submitted comments from three cases are analyzed; cases come from the Department of Health and Human Services, Environmental Protection Agency, and National Oceanic and Atmospheric Administration. The issues in each are classified as low salience/high complexity, high salience/high complexity, and high salience/low complexity, respectively. Leadership education in the 21st century cannot ignore the global risks, opportunities and realities of our interconnected world; so too international education cannot avoid its responsibility to provide the knowledge and vision needed to resolve critical issues we will face as a global community. We argue that a model of international education is needed which acknowledges the diverse global community in which institutions are based and learning takes place. In linking leadership and international education, we propose an alternative approach to both based on recognition, reciprocity and responsibility toward others.

Poinciana, Florida is a growing community in Central Florida. The master homeowners association contracted for an incorporation feasibility study to determine whether Poinciana could survive as a city. This article describes the public participation process designed and implemented as part of the feasibility study and articulates the goals, principles, and venues of the design, the challenges or barriers confronted, and suggestions for revisions to statutory guidelines for incorporation are described with the purpose of moving towards the institutionalization of public participation as a cultural norm.

Civic engagement and collaborative public management are concepts that are defined broadly, making theoretical explication challenging and practical application of empirical research difficult. In this article, the authors adopt definitions of civic engagement and collaborative public management that are centered on the citizen and the potential for active citizenship. Following a historical review of civic engagement in the United States, a conceptual model of five approaches to civic engagement is offered. Citizen-centered collaborative public management is enhanced through these approaches. The authors suggest the need for further empirical research on collaborative public management that is grounded in citizenship action.

This study examines clergy across six mainline Protestant denominations in terms of their social characteristics, their theological positions, and their political attitudes and behavior. The analysis is based on data collected through random surveys of clergy in each denomination conducted in 2001 using the same instrument. The predominant focus of the article is on the nature and level of political activities exhibited by mainline Protestant clergy in the election year of 2000.
