Capture And Ideology In American Farm Policy, Peter Navarro Nov 1984

Capture And Ideology In American Farm Policy, Peter Navarro

PETER NAVARRO

This paper applies a synthesis of the private interest "capture" and public interest ideological models of public policy to explain the formulation of agricultural incomes policies as embodied in the Agricultural and Food Act of 1981. An econometric analysis of the Senate voting pattern indicates that both narrow private interest motives and broad, altruistic ideological motives help to explain farm policy; the latter variable appears to show more explanatory power.

A Multi-Disciplinary Interpretation Of Migration: Amenity Capitalization In Both Labor And Land Markets, Philip E. Graves, Robert L. Sexton, Thomas A. Knapp Jun 1984

A Multi-Disciplinary Interpretation Of Migration: Amenity Capitalization In Both Labor And Land Markets, Philip E. Graves, Robert L. Sexton, Thomas A. Knapp

Robert L Sexton

Various disciplines have produced models to explain and predict migration. A model is presented providing a taxonomy through which interdisciplinary insights can be synthesized. The imperfect information view emphasizes the role of wage differentials as representing arbitragible real utility differences. The perfect information approach holds that wage and rent differentials are compensating differentials, eliminating real utility variation over space. Moreover, markets compress diverse aspects of spatial variation in welfare, otherwise difficult to quantify, into compensating wage and rent differentials. Rents tend to capitalize the variation in a host of amenities, thereby substantially reducing the need for a potential migrant to …

George Orwell: Socialist Or Liberal? Big Brother And The Abuse Of Power, Noel B. Reynolds Jun 1984

George Orwell: Socialist Or Liberal? Big Brother And The Abuse Of Power, Noel B. Reynolds

Noel B Reynolds

For although he was too strongly independent in his thinking to accept the Marxist or socialist dogmas of his associates, because they did not seem to square with experience, and though he admired the tough resistance of English character and legal institutions to tyranny, Orwell never did tumble to the understanding of man and government which had shaped each over the centuries. Failing to see the constants in human nature as the key to the political problem, he looked around the world both as he perceived it and his literary fellows portrayed it, and concluded that power lust was the …

Reliability And Validity Of Izard's Differential Emotions Scale, Gregory J. Boyle Jan 1984

Reliability And Validity Of Izard's Differential Emotions Scale, Gregory J. Boyle

Gregory J. Boyle

Izard's Differential Emotions Scale (DES) was administered to 204 University of Delaware undergraduates under each of four imaginal mood-induction conditions (labelled: General Depression, Curiosity, Specific Depression and Anxiety) and an actual pre-exam condition. A factor analysis of DES items supported the construct validity of some subscales. A repeated-measures multiple discriminant function analysis indicated that two-thirds of the DES items discriminated between the five conditions-an extremely stringent test of item validity. It was suggested, however, that refinement of the DES should attempt to decrease item redundancy (internal consistency) by re-establishing the instrument on a broader base of adjectives descriptive of fundamental …

An Analysis Of Cropping Intensities In The Paddy Sector Of Sri Lanka, Piyasiri Wickramasekara Jan 1984

An Analysis Of Cropping Intensities In The Paddy Sector Of Sri Lanka, Piyasiri Wickramasekara

PIYASIRI WICKRAMASEKARA

Achievement of self-sufficiency in rice has been the avowed objective of almost all planning exercises in Sri Lanka since independence. The strategy for increasing paddy production has emphasised expansion of cultivated area as well as promotion of land productivity. Expansion of cultivated area could be achieved by bringing new land under cultivation and increasing the intensity of cropping on already cultivated land. The importance of the latter method has been recognised since the fifties but the actual achievements have been rather marginal. The rising cost of land development in recent years has highlighted the importance of this option. The objective …

Bargaining With Incomplete Information: An Infinite-Horizon Model With Two-Sided Uncertainty, Peter Cramton Jan 1984

Bargaining With Incomplete Information: An Infinite-Horizon Model With Two-Sided Uncertainty, Peter Cramton

Peter Cramton

The resolution of any bargaining conflict depends crucially on the relative urgency of the agents to reach agreement and the information each agent has about the others’ preferences. This paper explores, within the context of an infinite-horizon bargaining model with two-sided uncertainty, how timing and information affect the rational behavior of agents when commitment is not possible. Since the bargainers are uncertain about whether trade is desirable, they must communicate some of their private information before an agreement can be reached. This need for learning, due to incomplete information about preferences, results in bargaining inefficiencies: trade often occurs after costly …

The Biases And Mean Squared Errors Of Estimators Of Multinormal Squared Multiple Correlation, Joseph F. Lucke, Susan E. Embretson Jan 1984

The Biases And Mean Squared Errors Of Estimators Of Multinormal Squared Multiple Correlation, Joseph F. Lucke, Susan E. Embretson

Joseph Lucke

The sample squared multiple correlation coefficient, $R^{2}$ is known to have certain unsatisfactory properties as an estimator of the population squared multiple correlation. Hence, numerous adjusted estimators based on functions of $1-R^{2}$ have been proposed. We examine the biases and mean squared errors of five adjusted estimators as well as $R^{2}$. General results are given for estimators linear in $1-R^{2}$, and four such estimators are examined in detail. In addition, a quadratic estimator and the minimum variance unbiased estimator are examined. Comparisons among these estimators are made in terms of absolute bias and mean squared error.

Prosodic Structure In Morphology, John J. Mccarthy Jan 1984

Prosodic Structure In Morphology, John J. Mccarthy

John J. McCarthy

The thesis of this paper is that morphological templates have access to a richer variety of categories than the CV tier. Although foot and syllable reduplication had been suggested previously, here I have shown the need for templates—conditions on the form of words of particular morphological types—that refer to syllables in modern Hebrew and to feet in Cupeño. In the course of the analyses I have suggested a number of technical proposals: a specific version of the prosodic hierarchy, a procedure for expansion of morphological templates containing higher-level prosodic units, and another procedure for selecting the appropriate structure in case …

Time And Social Structure: A Yugoslav Case Study, Joel Halpern, Richard A. Wagner Jan 1984

Time And Social Structure: A Yugoslav Case Study, Joel Halpern, Richard A. Wagner

Joel M. Halpern

Cyclical and linear time perspectives on family household structures are defined. They are utilized in a case study of the father-son dyad in a central Serbian village over the past 150 years. This relationship is critical to understanding the transitions in the South Slav extended family household, the zadruga. Data are based on oral recall and on vital, tax, and census records. Linear time measures include vital rates such as declining fertility and mortality as well as decreasing household size. Cyclical time measures, which have not varied in the period studied, include age at marriage and age of parent at …

The Role Of Incubator Industries In The Local Economy: The Westfield, Massachusetts Experience, John Mullin, Jeanne H. Armstrong Jan 1984

The Role Of Incubator Industries In The Local Economy: The Westfield, Massachusetts Experience, John Mullin, Jeanne H. Armstrong

John R. Mullin

This study offers an analysis of the role of incubator industries in the local economy of Westfield, Massachusetts. It presents the results of a survey of 25 owners of small firms which have been in business for less than 10 years, have fewer than 20 employees, manufacture a product, and are registered as doing business in Westfield. The sample size represents approximately 90 percent of all firms in the City which fit the criteria noted above. It is recognized that the sample is quite small and that great care must be used in applying the recommendations to other communities. Yet, …
