Like the phrase "new national priorities," the term "conversion" has become a favorite of many liberal groups and politicians. Its use reflects a concern that, for too long, the military-industrial sector of the economy has monopolized resources of the U.S., while pressing domestic needs have gone unmet. The difficulty in translating this legitimate anxiety into effective political action is shown by the many interpretations given to conversion, and by the confusion that often surrounds discussion of the subject, especially when legislation is proposed to achieve conversion.

This paper presents a model of interrelated preferences for pairs of individuals. It investigates the possibility of an equilibrium with voluntary transactions. It identifies the puzzling case of two people who disagree because each wants the other to have the better part and shows that if this is assumed away, then there exists a competitive equilibrium with voluntary bilateral gifts.

The MINIMOP Multi-Access system provides a range of on-line facilities particularly suitable for a university environment. Programs in ALGOL and FORTRAN can be written and tested under MINIMOP; a conversational subsystem, derived from JOSS, considerably enhances the usefulness of the Multi-Access system. After one year's operation at the University of Southampton, it was considered desirable to attempt to expand the facilities of MINIMOP, and correct some of the faults still present in the system.
