The Foundation Review

West Central Initiative, a mostly rural community foundation and regional development organization in Minnesota, integrated the United Nations 17 Sustainable Development Goals into its strategic plan in 2019. This article explores how aligning the U.N. goals with the foundation’s “nested strategy” of local, regional, and global goals has aligned and energized the disparate functions of the organization.

This article describes the strategic planning process that led to adoption of the goals, articulates how they have helped evolve the interplay of economic development and philanthropy, and identifies lessons learned from the first two years of working with the goals.

Dignity: A Journal of Analysis of Exploitation and Violence

Prostitution survivor Trudee Able-Peterson used oral histories to research and document the efforts of women and men to respond to the sexual exploitation of women and children in Minnesota. Her findings illustrate the leadership needed to overcome centuries of commercial sexual exploitation to obtain a beginning societal response. Respondents indicated the importance of their interaction with pioneer leaders in other locales. Their comments also illustrate the many issues and challenges still facing the community.

April 2017 marks the 100^th anniversary of the United States entering World War I. Many enjoy learning about the battles, the military, and the Homefront. But there is a need for more scholarship to understand the role African Americans played in the war. From my research, many African Americans disagreed with US involvement. Why would a country agree to fight for democracy overseas when its citizens need freedom at home? Racism in the United States concerned African Americans deeply. In 1998, former professional wrestler Jesse Ventura stunned the political world by winning the race for governor of Minnesota. As a candidate, Ventura created impressions of honesty with his straightforward, candid style; even his inaugural address was unscripted. As governor, however, Ventura came to rely on a team of speechwriters to help him meet his speaking demands. In this essay, I present an interview with one member of Ventura’s communications team, Steve LeBeau, who addresses the challenge of writing speeches for an unconventional client with a penchant for improvisation. Geographic Information Systems (GIS) allow easy comparison of spatial phenomenon with other variables and output the results onto maps which non-specialist audience can easily interpret and analyze. This study made an effort to understand the spatial distribution of poverty within the Twin Cities Metro Area. Poverty distribution is compared with but not limited to the selected variables such as education level, education funding, family size, family composition, infrastructure distribution, and illicit drugs. Although past research has investigated the obvious gender gap, the spotlight has recently shifted toward the preliminary factors affecting a candidate's political ambition. The Impact Of Weather Conditions On Mood Variability In Geographically Relocated Versus Non-Relocated Individuals, Jamie M. Scott

A void exists in the literature in regards to how identical weather conditions impact individuals from different geographic locations. It is believed relocated individuals are more susceptible to fluctuations in mood stemming from novel weather conditions than indigenous individuals. The sample consisted of 70 life-long Minnesota residents and 25 individuals who have spent minimum of one year living outside of Minnesota. Participants completed a mood self-report measure online for four consecutive weeks to determine positive and negative affect levels. Data was then matched with corresponding weather data for the same time period. No support was found for the hypothesis. However, …

The Northern Leopard Frogs (Rana pipiens) found at the Ney Nature Center (NNC) are particularly important to the NNC, as they are the initial population of frogs found deformed in 1995. As bio-indicators, frog populations can be used to assess the health of their surrounding environment. This study used standard herpetological field methods to gain a population estimate of Northern Leopard Frogs and the migration route used by these frogs as they moved up the bluffs of the Minnesota River Valley from their wintering site to the Ney Frog Pond for spring breeding. There is little basic information about ant species richness and abundance in tall grass prairie restorations despite the importance of ants to plant community structure and function. We compared ant abundance and richness, vascular plant cover and richness, and soil compaction at two southern Minnesota grassland restoration sites, a prairie reconstruction and a prairie remnant undergoing rehabilitation. We collected a total of 3,523 ants from 12 different species. Plant species richness ranged from 45 in the prairie reconstruction to 95 in the remnant prairie. We found five more species of ants and significantly higher mean ant species richness per plot …

Reports of malformed frogs were made to the Minnesota Pollution Control Agency (MPCA) from different parts of Minnesota in 1993, 1995, 1996, and 1997 and one, nine, 190, and 172 reports were received, respectively. MPCA field crews and Drs. Hoppe and McKinnell documented malformed frog locations starting in 1993. By 1997, MPCA field crews documented malformed frogs at 62 locations in Minnesota, in 29 of 87 counties. Most malformations were in young metamorphs of Rana pipiens but they were observed also in R. clamitans, R. septentrionalis, R. sylvatica, Bufo americanus, and Hyla spp. Frequencies of malformations varied by time of …

Two lines of investigation were used to determine whether recent Minnesota reports of frog abnormalities differ from historical reports: (1) museum collection studies paired with follow-up field surveys, and (2) comparison of recent and earlier field surveys in west-central Minnesota. For the museum study I examined 2433 northern leopard frogs (Rana pipiens) in the Bell Museum of Natural History collections of the University of Minnesota, collected during 1958-63. 0.7% of frogs were found to have abnormalities, consisting of 0.5% predator amputations and 0.2% malformations. Three types of malformation were found: missing hindlimbs, vestigial feet, and fused digits. Conspicuously absent from …

During the evening of August 21, 1918, the community of Tyler, Minnesota, was struck by a severe tornado. Many people were killed, many more injured, and the damage to property was tremendous. The letter, written in Danish, which follows is a first-hand account of what that thriving community looked like after the storm. In some places this account is gruesome, in other places it is subtly humorous, and in all places it is a graphic presentation of the havoc that can be wreaked in a few moments.

Injuries To Birds Of Prey Caught In Leghold Traps, Katherine Durham

International Journal for the Study of Animal Problems

One hundred and seventy-three raptors, including 32 Bald Eagles, have been treated for trapping injuries at the University of Minnesota Raptor Research and Rehabilitation Program since 1972. These birds were primarily caught in "open" bait leghold sets incidental to furbearer trapping in the Minnesota region. The differential outcome of the injuries concerning crippling or mortality is presented for large versus small raptors, toe versus leg injuries, and leg fracture versus soft tissue damage only. There is only limited potential for mitigating the effects of trapping injuries.

Minnesota badly needs a revised constitution that generally and broadly defines and distributes powers, responsibilities and rights, and sets up a general frame of government. While this might be accomplished through the amendment process, it has been painfully slow and up to now inadequate to meet 'the needs for modern, flexible and responsive state government. A constitutional convention may still be the best and most practical way of achieving needed revisions.
