Indiana Journal of Constitutional Design

Public participation is becoming a more common characteristic of constitutional drafting processes around the world, and Africa has not been an exception in this regard. This paper seeks to survey several of the public participation processes undertaken in a number of African nations, in order to examine the methods followed and the effects produced by such processes. For that purpose, I have analyzed the constitutional drafting efforts in South Africa, Uganda, Eritrea, Zimbabwe, Rwanda, Kenya, and Egypt. These processes all show different circumstances and approaches, with variations in terms of their top-down or bottom-up nature, and, more importantly, in terms …

Middle Class And Pro-Poor Growth In Egypt: The Missing Connection, Abeer Rashdan May 2014

Middle Class And Pro-Poor Growth In Egypt: The Missing Connection, Abeer Rashdan

Topics in Middle Eastern and North African Economies

Assessing whether distributional changes are “pro-poor” has become increasingly widespread in academic and policy circles. Based on the methodology of Ravallion and Chen (2003), Kakwani and Pernia (2000) and Kakwani, Khandker, and Son (2003) using grouped data, the paper generates three indices to test whether distributional changes were indeed pro-poor during the period (1990-2008). Another issue is whether pro-poor judgments should be correlative with the size of the middle class. The paper presents the evolution of middle class in Egypt using different thresholds. The middle class in Egypt has followed the path of bulging in size under a certain threshold …

Food Subsidy And The Social Assistance Program In Egypt; Targeting And Efficiency Assessment, Karima Korayem

Topics in Middle Eastern and North African Economies

This study assesses targeting efficiency and effectiveness of the two most important welfare programs in Egypt, the food subsidy program and the Social Assistance Program. The study uses two sources for data: field data for seven governorates in Egypt with the highest poverty ratio, and published data. It finds that the food subsidy program is fairly inefficient in targeting the lower income groups, especially in rural areas. Also, it is not well targeted on the governorates’ level. Upper Egypt governorates with the highest poverty ratios take less food subsidy, as compared to urban governorates with the lowest poverty levels. The …

Egypt’s recent revolution sent shockwaves through the international community, and almost immediately political pundits began to ponder its effect on Middle Eastern stability. To date, post-revolution Egypt has struggled to regain its political stability and implement the democratic government its citizens demand. The eventual nature of the new Egyptian government will have a substantial impact not only on the region’s stability but also on international trade. As such, this comment will examine the likely impact of a new Egyptian regime on intellectual property rights and protections in Egypt. The comment explores the role of Shari’ah Law in lawmaking and Shari’ah …

The Egyptian Enlightenment And Mann, Freud, And Freund, Rebecca C. Dolgoy

CLCWeb: Comparative Literature and Culture

In her article "The Egyptian Enlightenment and Mann, Freud, and Freund" Rebecca C. Dolgoy discusses various ways in which ancient Egypt is used in three works from the 1930s: Thomas Mann's Joseph and His Brothers, Sigmund Freud's Moses and Monotheism, and Karl Freund's film The Mummy. By showing the similarities and differences in how these works use Egypt, Dolgoy develops the concept that memory is the way in which the past is used. Dolgoy follows the structure of a cinematic shot casting: The Mummy as the long shot which both sets up the general Egyptomania characteristic of …
