Roger Altman published “Globalism in Retreat” in 2009, in which he offers analysis of the 2008 financial crisis, blaming free-markets and globalism as causes of the calamity, only to praise China’s “state-capitalism”, which he believes allowed the Chinese to emerge ahead of the globalists in recovery. This article, despite its age, provides a timeless example of a dangerous tendency in public policy. It demonstrates how policymakers can implement deleterious policies which result in inevitable crisis, and then, they subsequently escape blame by explaining away the crisis with bad analysis and even worse policy suggestions for the future. We outline the work of two university presses (Liverpool University Press and Central European University Press) who are, with assistance from Copim (Community-led Open Publication Infrastructures for Monographs), running an innovative revenue model to fund open access monographs. Called Opening the Future (OtF) this model builds on library subscription models: giving library members access to a highly-regarded backlist, with the revenue then used to make the frontlist openly accessible to all.

Given the current global library environment and budget pressures, a consortial model of funding promises a cost-effective solution for OA that means no single institution bears a disproportionate burden. …

Motivated by the 2022 uptick in headline inflation and the marked shift towards globally more restrictive monetary policies, this paper examines the sacrifice ratio, i.e., the percentage cost of actual production lost to every one percentage point decrease in (trend) inflation, for selected Southeast Asian economies. Results indicate that upon adopting a contractive monetary policy, GDP growth dropped by up to 0.5 per cent, confirming that monetary authorities’ disinflationary policies typically trigger declines in both output and employment. This paper uses Black-Scholes-Merton model to quantitatively assess sovereign debt sustainability of Pakistan. Both the International Monetary Fund and Asian Development Bank have separately proposed applying Black Scholes-Merton model to calculate the sovereign default risk. Historically, the Black-Scholes Merton Model has been used to analyze corporate default risk. Both the sovereign and corporate default risk calculation are based on contingent claims approach which calculates risk by reading the sovereign and corporate balance sheets, respectively. This paper attempted to estimate the impact of withdrawal of TTC reimbursement on remittances inflowing from the KSA into Pakistan. For this purpose, we have used difference in difference (DID) technique on data from July 2018 to September 2022. Our estimates suggest that this policy led to a decline in the remittances inflows from KSA on average between US$ 31 million to US$ 76 million in each month. From policy perspective, Government of Pakistan needs to review this policy of reimbursement on remittances inflowing from KSA. Our results appears robust to various changes in estimation framework.

This study has provided new insights into the relationship between urbanization and human capital, made its implications at the global income group level and national level. In the first study, panel data of 87 countries used from 1991 to 2019. We analyze the impact on tourists’ arrivals after the bankruptcies of Monarch Airlines and Thomas Cook. It draws on arrivals from the UK to Canary Islands and it employs a univariate and multivariate structural time series with level interventions. More interestingly, after Monarch exit, the policymakers applied a laissez faire strategy, which resulted in a 93.04% net loss of their level of traffic in Tenerife. However, after Thomas Cook exit, the policymakers intervened in the market proposing incentives to the incumbent airlines to cover the loss.
