2012 Reboot Program Evaluation: A Report To The Kisco Foundation, Laura Deitrick, Ian Martin, Roxanne Ruzic

The Kisco Foundation commissioned researchers at the Center for Education Policy and Law and the Caster Center for Nonprofit and Philanthropic Research at the University of San Diego to work with REBOOT, a nonprofit based in Southern California, to conduct an evaluation of its program, REBOOT WorkshopsTM (REBOOT). REBOOT is a three-week-long program designed to assist members of the military in making the social and career transition from military service to civilian life by “re-booting” their skills, attitudes, and behaviors. The purpose of this project is to evaluate the characteristics and GIS methods used to determine an urban food desert. The intention of this research is to implement an improved methodology for determining a food desert and exhibit the value of additional data sources. This should produce a universal GIS method and criteria for profiling a food desert in an urban setting across the United States.

Delegitimizing Al-Qaeda: A Jihad-Realist Approach, Paul Kamolnick

Disrupting, dismantling, and ultimately defeating al-Qaeda based and inspired terrorism is a declared policy of the U.S. Government. Three key strategic objectives have been identified for accomplishing this: attacking al-Qaeda’s terror network, undermining radicalization and recruitment, and hardening homeland defense. The present monograph proposes a distinct "jihad-realist" approach for undermining radicalization and recruitment to al-Qaeda. First, a brief discussion of six means for ending terrorist organizations is provided. Second, the premises of a jihad-realist approach are described. Third, a jihad-realist shari’a case against al-Qaeda’s terrorism is presented. In conclusion, key assertions are summarized, and several specific policy recommendations offered for …

Peacebuilding, Power, and Politics in Africa is a critical reflection on peacebuilding efforts in Africa. The authors expose the tensions and contradictions in different clusters of peacebuilding activities, including peace negotiations; statebuilding; security sector governance; and disarmament, demobilization, and reintegration. Essays also address the institutional framework for peacebuilding in Africa and the ideological underpinnings of key institutions, including the African Union, NEPAD, the African Development Bank, the Pan-African Ministers Conference for Public and Civil Service, the UN Peacebuilding Commission, the World Bank, and the International Criminal Court. In 2012, APRI (formerly CUPA) partnered with the Champaign Health District to conduct a youth health assessment with students in Champaign County schools. The assessment is part of a larger community health assessment which also includes a survey of adults in Champaign County and strategic planning based upon the outcome of the surveys.
Two surveys were developed to assess youth risk behaviors—a middle school instrument and a high school instrument. The 2012 Clark County Community Health Assessment consists of a telephone survey of 1,053 Clark County adults. The primary purpose of the survey of adults is to evaluate the health status of residents, establish public health priorities, and identify baseline measures for establishing public health program outcomes.
The assessment is based upon questions from the Behavioral Risk Factor Surveillance System (BRFSS) survey conducted annually by the Centers for Disease Control and Prevention (CDC), as well as community health assessments conducted by neighboring communities and priority health needs within the county. The Baltic Sea is one of the world’s busiest waterways. An estimated 9 % of the world’s trade and 11 % of the world’s oil transportation passes through Baltic waters. It is estimated that this will increase by 64 % between 2003 and 2020. For example, the oil transportation has increased by 133 % between 1997 and 2008 and is now over 250 million tonnes per year. Plenty of shallows and narrow passages make parts of the Baltic Sea difficult to navigate. There are around 130 accidents each year, with 10 of these leading to pollution, mostly of oil. The …

Solutions to problems confronting public officials increasingly require the creation of collaborative arrangements not only among public agencies, horizontally and vertically, but also with nonprofit organizations and/or for-profit enterprises. This shift to collaborative public management is propelled by claims it will remedy the pathologies associated with hierarchical bureaucracies, inter-jurisdictional conflicts, increased problem complexity, resource deficiencies, and lack of citizen participation in policy decisions.
