Following the issuance of the National Preparedness Guidelines in 2009 by the Department of Homeland Security, it remains unknown whether homeland security programs have been consistently implemented in the nation's rural areas. Research findings have been inconsistent and inconclusive on the degree of implementation. Two problems may result from inadequate implementation of these programs: weakened national security from the failure to protect critical infrastructure in remote areas and a threat to public safety in rural towns. Since 1996, the Democratic Republic of the Congo (DRC) has been entangled in a cycle of violence. Extensive crimes that include summary executions, rapes, and the use of child soldiers are frequent in the eastern provinces of the DRC. Little is known, however, about the factors that have contributed to the emergence of these ongoing acts of terror. The study provides insights into the antecedent conditions of terrorism in this country. The emerging phenomenon of Western women Islamic converts learning radicalized ideology through social media constitutes a challenge to cyber policy makers hampered by a lack of gender-nuanced radicalization research. The purpose of this exploratory qualitative case study was to develop a greater understanding of how the differential reinforcement tenet of social learning theory may help to explain the conversion and radicalization of Western women towards a fundamentalist Islamic ideology through their participation in the social media. Ethnic division fuelled by inadequate governance and uneven economic development has led some ethnic based groups to regard violence as a legitimate means to achieve political and social ends. The political disruption caused by ethnic militia related violence in Nigeria prevented the first 3 attempts at republican democracy.
