Abuse towards people with intellectual and developmental disabilities has been a long-standing area of study. One aspect of the post abuse process that has not been thoroughly considered is the perspective of abuse investigators. This is important because abuse investigators are to ascertain the safety of an alleged victim and then gather the information necessary to resolve issues with the intent to prevent further abuse. For unemployed, young, African American males who face significant barriers to jobs, public employment training centers have become a critical last option. For 2016, the U.S. federal government appropriated more than $6.9 billion to states for Workforce Innovation Opportunity Act programs and approximately $3.4 billion in federal formula funding for partner programs. Despite the growing concerns about routine prostate-specific antigen (PSA) screening in men, little is known about the societal and economic impact of screening among the African American population. However, little is known about the factors that create opportunities for ghost workers.
