Uganda’S Parish Development Model In Practice: Rationale, Impact And Relevance For Bottom-Up Economic Development In Africa, Steve Kayizzi-Mugerwa
Southern African Journal of Policy and Development
The Parish Development Model (PDM), launched by the Ugandan authorities in early 2022, is the country’s latest attempt at making devolution work for local development, financial and social inclusion at the national level, and growth-enhancing economic transformation more broadly. The introduction of the PDM in Uganda raises the question of whether state-led local development initiatives, when undertaken in partnership with the private sector and civil society are feasible in a resource-constrained country. To succeed, the PDM will require a “whole-of-government” approach and strong institutions, both are still in the making. The paper looks at four specific challenges of PDM implementation: …

“Just Suffering. That’S It!”: Perspectives Of Tobacco Farming Households On Tobacco Growing And Alternatives In Mozambique, Raphael Lencucha, Benedito Cunguara

Tobacco is viewed as an important cash crop for farmers in Southern Africa and many countries around the world. This analysis explores the perspectives of farmers who are growing tobacco in Mozambique. The main aim of this analysis is to describe the perspectives of tobacco growers on the conditions of tobacco growing and their perspectives on possible alternatives. This analysis is situated in relation to efforts by countries like Mozambique to implement Article 17 of the WHO FCTC, which outlines the need for governments to support alternatives to tobacco growing.

This article examined the role of identity documentation in refugees’ access to education in South Africa. Identity documentation has become a necessity in modern societies. Proof of identity is required to demonstrate who one is, and to gain access to various government services such as health care, employment, and inancial assistance. However, the role of identity documents in refugees’ access to education in South Africa has received less attention. Few studies have demonstrated that without identity documents, refugees confront multiple barriers to accessing primary and secondary education in South Africa. This article illustrates the weaknesses of the current global health framework. It highlights two pillars a new treaty regime ought to be built upon. The analysis seeks to establish how these pillars could have helped Africa during the pandemic and can indeed help Africa in future pandemics. The economic policies of Zambia’s first independent government, the United National Independence Party (UNIP), had disastrous results - turning Zambia from a middle-income into a least developed country. Following a difficult adjustment period, the Movement for Multiparty Democracy’s reversal of many UNIP policies led to over a decade of rapid growth and falling poverty. Despite their apparent success, policies such as privatisation were unpopular and the Patriotic Front administration from 2011 reverted to many of UNIP’s policies. Jostling For Space In Africa’S Business Periphery: A Review Of The Growing Competition Between Indigenous And Chinese-Owned Enterprises, Steve Kayizzi-Mugerwa

This paper reviews recent research and related studies on the ongoing competition between Chinese and local entrepreneurs in the lower rungs of Africa’s business sector. Several studies have noted that since entry, Chinese firms have been able to undercut African entrepreneurs, thanks to superior networks and better financing. However, other findings portray more positive impacts of Chinese presence, including higher employment and tax revenues, and better supply of goods and services. The wave of coronavirus pandemic that hit the world coincides with Nigeria’s struggles with her newly attained position as the poverty capital of the world. This paper argues that prevalent poverty is a pandemic that the world has learnt to live with, and that Nigeria is struggling to overcome. The agony of poverty in the country coupled with the coronavirus pandemic subjects the country to a quandary of a dual-pandemic scourge. Media Analysis Of Conflict In Chinese-Zambian Engagement: From Zaffico To The Covid-19 Discrimination Controversy, Nicole Mazurova, Pokai Tsao, Taurence Chisholm Jr.

This paper examines the role media plays in polarising views and escalating tension. The cases studied reflect the competing perspectives on Chinese engagement in Zambia, from the courtship of Chinese investment to rising anti-Chinese sentiment. Based on a comparative media analysis of English and Mandarin news articles about the ZAFFICO and COVID-19 discrimination controversies, we argue that the multi-layered polarisation in Zambia’s media landscape amplifies existing identity-conflicts. Framing—the tone, word choice, and selection of detail—in articles changes with the positionality of the media outlet and shapes the discourse around the cases. At the national level, the rule of law is necessary to create an environment for providing sustainable livelihoods and eradicating poverty. Poverty often stems from disempowerment, exclusion and discrimination. The rule of law fosters development through strengthening the voices of individuals and communities, by providing access to justice, ensuring due process and establishing remedies for the violation of rights. Security of livelihoods, shelter, tenure and contracts can enable and empower the poor to defend themselves against violations of their rights. Disability has attracted attention in international human rights and development circles and Zambian domestic policy. The purpose of this research was to explore the perceptions of Zambian disability policy stakeholders about the ways that two international initiatives, namely the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) and the Sustainable Development Goals (SDGs), are being reflected in domestic policy. We collected data through semi-structured interviews with 22 policy stakeholders (12 disability advocates and 10 policymakers) and analysed these data using thematic analysis. Various trends affect the operations of civil society organisations related to sexual and reproductive healthcare (SRH) in Zambia. Firstly, there is a dramatic unmet need for SRH services, and organisations are scrambling to meet this need in the face of many barriers. The role of information sources in mediating the relationship between behavioural responses to COVID-19 and its determinants has hardly been studied. This study fills the knowledge gap with a focus on Zambia, a middle-income country. Data was collected using an online questionnaire. The key independent variables were risk perception of COVID-19, risk perception of the health care system (local and global), and risk perception of the big five global health problems (HIV/AIDS, cancer, injury from road traffic accidents, influenza, and diabetes).
