Cuba's De-Dollarization Program: Policy Measures, Main Objectives, And Principal Motivations, Mario A. Gonzalez-Corzo

This paper examines the main characteristics of Cuba’s de-dollarization program, the objectives of these policy measures, and their principal causes and motivations. The paper is organized in three sections. The first section describes the policy measures associated with the process of de-dollarization, followed by a detailed account of their main objectives (section two), and an analysis of their principal causes and motivations (section three).

Playing And Eating Democracy: The Case Of Puerto Rico's Land Distribution Program, 1940s-1960s, Ismael Garcia-Colon

In the early 1940s, the colonial government of Puerto Rico with the consent of the U.S. federal government began to elaborate a land reform. Under Title V of the Land Law of 1941, the government established resettlement communities for landless families. One of their goals was to transform landless agricultural workers into an industrial and urban labor force by teaching them “democratic, industrial, and modern” habits. Government officials distributed land to landless families through lotteries, portraying the ceremonies as acts of democracy. Community education programs produced literature, films, and posters aimed at fostering development and political participation. The colonial state …

In an increasingly complex society, public administrators continue to pursue their ultimate goal of maintaining a democratic society. Confronted with decreasing civic engagement and social capital, universities are being sought as partners in the movement to address our faltering democracy. University based service-learning programs provide an opportunity to address our faltering democracy, while addressing the University mission of service to the community. Empirical research, using CASE, the Rutgers University service-learning program, was conducted to further explore the possibility (D’Agostino 2006).

From The Ubiquitous To The Nonexistent: A Demographic Study Of Oclc Worldcat, Jay H. Bernstein

Analysis of a random sample of bibliographic records from OCLC WorldCat finds that the great majority of items in WorldCat are held by very few participating libraries, and that an inverse geometric relationship exists between the number of libraries holding an item and the number of items with a given level of shared holdings. The findings provide a context for interpreting holding levels in WorldCat with regard to the proportion of widely shared items and the characteristics of items at various ranges of holdings. Used with other quantitative and evaluative measures, these findings will assist libraries in assessing their collections.
Structural Analysis Or Cultural Analysis? Competing Perspectives On The "Standard Pattern" Of West African Rhythm, Kofi Agawu

Polyrhythmic dance compositions from West Africa typically feature an ostinato bell pattern known as a time line. Timbrally distinct, asymmetrical in structure, and aurally prominent, time lines have drawn comment from scholars as keys to understanding African rhythm. This article focuses on the best known and most widely distributed of these, the so-called standard pattern, a seven-stroke figure spanning twelve eighth notes and disposed durationally as <2212221>. Observations about structure (including its internal dynamic, metrical potential, and rotational properties) are juxtaposed with a putative African-cultural understanding (inferred from the firm place of dance in the culture, patterns of verbal discourse, …2212221>

How much of what we do is the result of our will, and how much the result of chance or luck or fortune? This is a decidedly un-decidable question, but one that needs to be asked. The general assumption seems to be that a person's "lot" in life is physically, morally, politically, even romantically linked to choice. But the use of the term "lot" betrays the underlying uncertainty of what "causes" our "lot", laying bare questions of responsibility, burden, and even explanation. The purpose of this chapter is threefold. First, the chapter summarizes what is known about the prevalence of violence and weapons in U.S. schools. Second, the chapter examines theories that bear on school violence and the empirical evidence linked to those theories. Third, the chapter looks at attempts to prevent school violence and, consequently, the suffering school violence causes.

With the assistance of A. E. Buck, Herbert Hoover coined the term Performance Budget in 1949 to rebrand cost data budgeting. Cost data budgeting originated in 1912 in Richmond County (Staten Island), New York. It is strongly associated with the National Commission on Municipal Standards and the Committee on Uniform Street Sanitation Records, which are both direct derivatives of Clarence Ridley’s original work in making sense of performance measurement under the title Means of Measuring Municipal Government, his 1927 dissertation at Syracuse University. This essay will analyze how library organizations, such as the American Library Association, and individual librarians responded to the pressure placed on libraries during the McCarthy era to deal with alleged subversion. Although libraries have always been the target of censors, it was during the first decade of the Cold War that those Americans most fearful of Communist subversion swept up large numbers of their fellow citizens in a crusade to rid libraries of Communist influence. Buscando Ambiente: Hegemony And Subaltern Tactics Of Survival In Puerto Rico’S Land Distribution Program, Ismael Garcia-Colon

A land distribution program in the community of Parcelas Gándaras in Cidra, Puerto Rico, transformed the lives of formerly landless workers. Examination of the working conditions and social relations of workers before the program (1890s–1945) and their economic strategies, migration, and networks after becoming small landholders (1945–1960s) shows how they used their land to accommodate their practices of everyday life and their tactics of survival. Local ruling groups became hegemonic through the establishment of land distribution communities. There is a long tradition within the United States of constructing whiteness (the racial subject) against racialized others (the racial object) and in the process displacing the focus of critical analysis. Here we turn our lens to the often invisible--or at least underinterrogated--concept of whiteness within the context of the literature on racial disparities in health. Specifically, we examine how whiteness is constructed in the active literature documenting and interpreting racial disparities in health and the implications of these constructions for efforts to eradicate inequalities in health. Citation analyses were carried out on master’s thesis in three disciplines, forensic psychology, forensic science and criminal justice, completed and deposited in John Jay library from 1991 to 2004. The aim was to determine the effect of availability of electronic journals on students’ choice of references. The number of journal citations and the ratio of journal articles to all citations was assessed. Criminal justice theses listed more citations that either science of psychology theses, but relatively fewer journal articles. An increase over time was seen in the number of journal articles cited and in the ratio of journal articles to …

Engaging citizens in the deliberative process is essential to overcoming participatory apathy, cynicism toward government, and the apparent disconnect between citizens and decision-makers. AmericaSpeaks developed an electronic town meeting (ETM) designed to reconnect citizens and government. Ideally, the ETM affords citizens a means by which they can impact the policy-making discourse. This paper examines the extent to which AmericaSpeaks’ ETM enhances the prospect for deliberative democracy. Thirty minute structured interviews were conducted with twenty participants from Citizen Summit III, an ETM held in the District of Columbia in November 2003. The nature of colonialism in Puerto Rico has caused most political issues to be viewed within the framework of status politics. In the first stage of the struggle to expel the U.S. Navy from the island (1999–2003), civil society in Puerto Rico united when the issues were reframed with links not to status politics but to human rights and social justice. Viequenses symbolized for Puerto Ricans in Puerto Rico, on the mainland, and in the world at large the costs of military colonialism.
