"Divide, Divert, & Conquer” Deconstructing The Presidential Framing Of White Supremacy In The Covid-19 Era, Vivian Louie, Anahi Viladrich

Based on the analysis of President Donald J. Trump’s social media, along with excerpts from his speeches and press releases, this study sheds light on the framing of white supremacy during the first months of the COVID-19 pandemic in the United States. Our findings reveal that the triad of divide, divert, and conquer was crucial to Trump’s communications strategy. We argue that racist nativism—or racialized national threats to American security—is key to comprehending the external divisiveness in this strategy. As a comparativist, searching for a framework for “comparative environmental politics” (as opposed to policy), I began studying the three “Principle 10 (P10)” environmental access rights (also known as the pillars of environmental democracy)i, first promulgated in the 1992 Rio Declaration. Since the late 1990s, these P10 rights, “access to environmental information,” “access to participation,” and, “access to justice in environmental matters,” are globally seen as promoting transparent, inclusive, and accountable governance. This paper focuses on the potential of Free Trade Agreements (FTAs) and specific International Organizations (IOs) to promote democratic and effective environmental governance. FTAs are often cited in the political science literature for their negative impacts; yet, they are central to the present stage of economic globalization. Given that U.S. FTAs have environmental requirements as do accession agreements to developed country IOs (e.g. OECD), they remain under-explored institutions providing space for activists to expand environmental citizenship.
