Human Factors Survey Of Aviation Technical Manuals, Phase 1: Manual Development Procedures, Alex Chaparro, Loren S. Groff

This report contains the results from Phase 1 of a three-phase research effort. Phase 1 examines aviation industry procedures for developing maintenance technical data. Phase 2 will document user problems with maintenance technical data. Phase 3 will identify maintenance technical data development improvements by applying human factors principles. Five aircraft manufacturers were surveyed regarding company policy, communication, data tracking, user feedback, and error reduction efforts. The five industry participants represent both regional and large commercial transport manufacturers. Measuring economic activity associated with the ocean through examination of the goods and services produced by specified industries and in coastal locations will provide answers to many of the most commonly asked questions about the ocean economy. But even this data will still be incomplete. Beyond are a variety of "non-market" values, which are needed to complete the picture. When someone goes to the beach in Florida or boats on Chesapeake Bay, there may be little that is directly purchased on that day. The Human Factors Analysis and Classification System (HFACS) is a general human error framework originally developed and tested within the U.S. military as a tool for investigating and analyzing the human causes of aviation accidents. Based upon Reason’s (1990) model of latent and active failures, HFACS addresses human error at all levels of the system, including the condition of aircrew and organizational factors. The purpose of the present study was to assess the utility of the HFACS framework as an error analysis and classification tool outside the military. Hardly a week goes by without a phone call, an e-mail message, or a visit from a patron who is looking for a patent issued to a family member. Often, the patron does not have complete information, and sometimes has nothing more than a name and a notion that Grandpa once invented something. This article describes some strategies that can be used by Librarians to assist patrons in historical patent research. It, additionally, includes a list of sources and highlights special materials that are available at Patent and Trademark Depository Libraries.

Downscaling Temperature And Precipitation: A Comparison Of Regression-Based Methods And Artificial Neural Networks, Justin T. Schoof, S C. Pryor

A comparison of two statistical downscaling methods for daily maximum and minimum surface air temperature, total daily precipitation and total monthly precipitation at Indianapolis, IN, USA, is presented. The analysis is conducted for two seasons, the growing season and the non-growing season, defined based on variability of surface air temperature. The predictors used in the downscaling are indices of the synoptic scale circulation derived from rotated principal components analysis (PCA) and cluster analysis of variables extracted from an 18-year record from seven rawinsonde stations in the Midwest region of the United States.
