During the 19th century, the black population of Buenos Aires suffered a massive demographic decline that brought their population from roughly 30% of Buenos Aires in the beginning of the century to an almost invisible fraction. According to the popular Argentine historical myths, this decline was the product of several concrete factors, most importantly an outbreak of Yellow Fever and the various wars of 19th century Argentina in which the black population suffered heavy losses. During the decade of the ‘90’s until well into mid-2000’s, crime rates increased dramatically in Argentina. This was especially true after the socio-economic crisis of 2001, where a radical unemployment rate accompanied the growing crime rates. A public policy was thus implemented by the Ministry of Justice and Human Development in 2000 in order to attack this growing national concern. The National Plan of Crime Prevention is implemented in what will be referred to as “Vulnerable Communities”. These are marginal areas of the Province of Buenos Aires where drug use, unemployment and loitering on the streets are commonly observed. It …

This paper is an investigation of how one group of unemployed workers in Argentina, the MTD-La Matanza, responded to the economic and social deterioration wrought by the market liberalization of the Nineties. This investigation examines the emergence of the MTD-La Matanza as part of the larger political movement of “piqueteros” in the mid-Nineties, the division and neutralization of this movement by the Government’s “Planes Trabajar,” and the resulting transformation of the MTD-La Matanza to a self-managed cooperative. Through this examination, I highlight the way in which the cooperative crystallizes as an alternative response to the changes of the nineties, particularly …

This study analyzes the foreign economic policy of Uruguay, concentrating specifically on the current administration’s proposed policy changes as reflected in recent free-trade negotiations with the United States. The paper begins with an historical evaluation of Uruguay’s current strategy of international insertion via the Common Market of the South (MERCOSUR), a fifteen year-old economic bloc also including Argentina, Brazil, and Paraguay. The first section then concludes with a brief examination of Uruguayan-American bilateral trade negotiations leading up to the 2006 Free Trade Agreement (FTA) talks. This aim of this paper is to explore the relationship between artistic and cultural movements as a means of integration for socially excluded populations in Buenos Aires following the economic crisis of 2001. Art in a traditional sense, that is, art found in museums, is most frequently an expression of the dominant classes and is an object of contemplation rather than a form of intervention with the social reality of the masses. In response to the Common Market of the South (MERCOSUR) process of regional economic integration which began in 1991, in 1994 national organizations of family farmers from the member countries formed a transnational coalition entitled La Coordinadora de Organizaciones Agricultores Familiares del MERCOSUR (COPROFAM) to represent themselves at the regional level. This study examines the reasons why the Federación Agraria Argentina (FAA), the largest member from Argentina and a longstanding Argentine institution, chose to represent itself as part of a transnational coalition at this regional level.
