Transitioning Mine Action Programmes To National Ownership | Sudan, Gichd

In response to the limited guidance on the topic of transition to national ownership, the GICHD commissioned nine country case studies in 2011 to highlight different contexts, processes, challenges, good practices and lessons learnt from the process of transition to national ownership. This case study assesses mine action and national development in Sudan.

Based on lessons learnt and the good practices highlighted in the case studies, the GICHD, in collaboration with UNMAS, produced a Guide on Transitioning Mine Action Programmes to National Ownership.

GPM Support vehicle drove to the machine to handover the replacement fuze; the vehicle then reversed out back down the 'cleared lane' towards the 'safe area' and veered off this lane into an uncleared area (GPM skip area). The GPM Support vehicle had a mine-strike approximately 1m into the uncleared area. The vehicle was turned around 90º in a clockwise direction and resting approximately 2m away from the seat of the explosion.

On 31 August 2007 the Netherlands Government (NG) decided to fund the Danish Demining Group (DDG) mine action activities in Somaliland, Sudan, and Afghanistan. The funding agreement runs from January 2008 to December 2011 and NG and DDG had preliminary discussions on the continuation of the project. The NG Decision of 31 August 2007 foresees an external evaluation initiated by the grant recipient.

The purpose of this evaluation is two-fold: (1) to evaluate progress towards objectives, thus contributing to improving the programme through documenting lessons learned and providing recommendations; and (2) to evaluate and inform NG and DDG on project …

On the 8th of December 2010 a demining accident occurred at site NR-880 near the town of El Maria within the Kassala locality in which a deminer sustained traumatic injuries whilst conducting prodder drills and thus initiating a No4 AP mine. Immediate medical care was rendered to the injured deminer who was maintained in a stable condition.

The deminer was busy with clearance in M/F No3, Lane No1 and had an indication from his F3 mine detector. He then carried out the prodder drill investigating the signal and the mine detonated. It is unclear at present why the No4 A/P mine detonated. It appears that the mine was slightly outside the 10cm overlap of the basestick but this could not be confirmed due to the movement of the marking rocks and base stick when the blast occurred.

On the 15th of October 2010 a demining accident occurred on site DA-SS-2091 in the Kapoeta locality of Eastern Equatoria where the international TFM sustained fatal injuries due to an uncontrolled detonation which occurred whilst his excavating/preparing a No4 AP mine for demolitions in situ. After initial medical care, the seriously injured TFM later succumbed to his wounds while on the Kapoeta airstrip under the attention of medical personnel awaiting air evacuation to more suitable medical facilities.

On Saturday 02 October 2010 at approximately 10:00am a [Civil Contractor] grader struck an AT mine approximately one meter from the road center-line whilst carrying-out maintenance on the Juba to Nimule Road. The grader operator suffered serious injuries as a result of the blast. He was evacuated to a hospital in Juba, stabilized and then as he was from Uganda he was evacuated the following day to Kampala for further treatment. The grader operator later died from his injuries 20 October in Kampala.

The accident occurred in (NR 205) on the 13th August 2010 in a cleared mine field (?) in Al Lafa Kassala where a tractor driver was injured by an Anti-Tank (AT) PRB 35 mine whilst cultivating an area of land that had been released through full manual clearance by [Demining group]. The tractor driver suffered injuries to his upper and lower right limbs.

On 13th August 2010 an Al Lafa, Kassala farmer was ploughing his field by tractor at approximately 2300hrs, when he detonated an antitank mine. The left rear tyre was destroyed, luckily he survived with surprisingly minor injuries. After some initial confusion as to whether the mine was or was not in a cleared area (perhaps a data reading error) and a preliminary investigation, it was established that the site had been previously cleared. BOI 2010/03 was initiated to determine the facts and make recommendations to the mineaction community.

On the 22nd of June 2010 an uncontrolled detonation occurred at [Name of demining group removed] task site DA-SR-3948 in Central Equatoria within the confines of the control point. The detonation fatally injured the team medic and minor injuries were sustained to one of the team deminers’ who was in close proximity to the seat of explosion. The primary cause of this accident is listed as “Inadequate survey” because there seems to have been confusion about the area that required search. The secondary cause is listed as a “Management Control Inadequacy” because the failure to search the areas that were very obviously hazardous appears to have been the result of poor communication, a lack of adequate task documentation, a failure to keep MDD working records, poor understanding of Technical Survey, and other “shortcuts” that commercial demining groups may be expected to make when inadequately tasked.

On 1 March 2008 Danish Demining Group (DDG) entered into a two-year agreement with the Swedish International Development Agency (Sida) to implement the project "Survey, Explosive Ordinance Disposal (EOD) and Mine Risk Education in Southern Sudan". On the 21st of April 2009 an UNMAO QA Officer from the Juba Sub-Office whilst conducting distance and bearing checks during a completion QA for the handover of a cleared DA-SS-796 in Central Equatoria State suffered serious injuries after stepping on an AP mine resulting in the traumatic amputation of his right foot. The injured was transferred to UNMIS medical facilities in Juba where he was stabilized and subsequently transferred abroad for further medical treatment. Currently most of the key mine action activities in the Sudan are managed by the UNMAO. However, the mandate of UNMAO expires in June 2011, by which time the national authorities should have assumed all necessary regulatory and coordination responsibilities. Initial reports state that [the Victim] was working in his lane when a he initiated an unknown item. The size of the blast would indicate a partial or fuse assembly. A few seconds later, a larger explosion was heard, where [Name removed] had moved from his lane to assist [The victim]. [The Victim] was carrying out an unauthorised experiment with UXO near the [Demining group] Central Demolition Site at Loa, South Sudan. Contrary to SOPs he was attempting to burn out some High Explosive filling which was remaining in an item of UXO using propellant from a 23mm cartridge case. He was using matches directly onto the propellant to initiate the burn. Although the explosive filling was in an “open” casing of the UXO, it burned to detonation which fragmented the casing and resulted in a piece of metal going into the right leg, calf muscle area of [the Victim].

The deminer was doing clearance around an accident site where an AP mine blew off the tire of a car on the 23rd November. The soil in the area is hard and there are lots of metal pieces in the ground. The mine was detonated by the deminer during excavation most likely due to incorrect procedures. The blast went through a gap between the visor and the vest and caused injuries to the deminers face. Also the thumb on his right hand received injuries. The leather gloves the deminer was wearing saved him from worse injuries.
