As a result of intense ground battles and extensive bombing during the Indo-China War, especially during the years 1964 – 1973, Lao PDR has the distinction of being, per capita, the most heavily bombed nation in the world. This document was prepared taking into consideration the current mine/UXO accident rate in the Kingdom of Cambodia. It also takes account of the Prime Minister’s address to the nation on the occasion of Mine Awareness Day 2006, during which he re-iterated the ultimate goal of mine action in Cambodia - to achieve Zero Victims by 2012. This mine risk education strategic plan is designed to help achieve that goal. As agreed by the MRE Technical Working Group, this strategic plan will be reviewed every 2 years to ensure it remains in line with the evolution of mine action in Cambodia.

The purpose of the Multi-Year Plan is to demonstrate the commitments of each partner in the Mine Action Sector in Sudan to implement mine action activities in accordance with the National Strategic Framework and towards meeting national and international obligations, most importantly the Anti-Personnel Mine Ban Treaty (the Ottawa Convention).
