Objectives: The aim of this study was to implement health technology assessment (HA) in the First General City Hospital in Astana, Kazakhstan. Methods: We organized trainings to familiarize hospital staff with the purpose and details of HTA. An HTA committee was established, with representation from hospital physicians and managers, and criteria for prioritization of health technologies determined. Clinical departments of the hospital were asked to prepare applications for new technologies for their services. Results: The HTA committee reviewed five applications and selected a technology from one of these, on single incision laparoscopic surgery (SILS), for assessment. A short HTA report …

Gold nanoparticle (GNP) boosted radiation therapy can enhance the biological effectiveness of radiation treatments by increasing the quantity of direct and indirect radiation-induced cellular damage. As the physical effects of GNP boosted radiotherapy occur across energy scales that descend down to 10 eV, Monte Carlo simulations require discrete physics models down to these very low energies in order to avoid underestimating the absorbed dose and secondary particle generation. Discrete physics models for electron transportation down to 10 eV have been implemented within the Geant4-DNA low energy extension of Geant4. Such models allow the investigation of GNP effects at the nanoscale. …

This paper describes a methodology for evaluating the effectiveness of various control strategies for the operation of window actuators to control the indoor climate, and their implementation in a full scale case study building. In this study, the effectiveness of a control strategy is considered in terms of the capability of the controller for maintaining the indoor thermal comfort in a prescribed variable range, and its effect on the minimisation of the operational energy consumption of the building, due to a lower thermal energy demand to be met by the heating and cooling system. Biometric cryptosystems provide an innovative solution for cryptographic key generation, encryption as well as biometric template protection. Besides high authentication accuracy, a good biometric cryptosystem is expected to protect biometric templates effectively, which requires that helper data does not reveal significant information about the templates. Previous works predominantly follow an appropriate entropy definition to measure the security of biometric cryptosystems. In this paper, we point out limitations of entropy-based security analysis and propose a new security analysis framework that combines information-theoretic approach with computational security. Young's modulus (denoted by E) is an intrinsic and valuable quantity for appropriate estimation of material performance. E can be obtained from the resonant frequency from the vibration of the tested material sample excited by the external forces. In this paper, we present a system design for determining the parameter by using an optical feedback self-mixing interferometry (OFSMI) system. This paper investigates the throughput performance of the IEEE 802.11 MAC when the physical layer is implemented remotely on a cloud-based SDR platform. An analytical model which considers a non-zero late ACK arrival probability is proposed to analyse throughput performance. Both conventional DCF and the Block ACK enhancement from current IEEE 802.11 standards are analysed using the proposed model. Results show that the network delay variance significantly degrades the performance of conventional DCF while enabling Block ACK significantly reduces this degradation.

This paper describes the implementation of a Bluetooth Village Guide Book (VGB) scenario for use in the Kelvin Grove Urban Village located in Brisbane, Australia. An Information Point Station Network (IPSN) was developed, along with software for two types of mobile computing devices. The implementation consists of several Information Point Stations (IPSs) placed at locations of significance, with access to information items on a centralized server.
