Constitutional doctrine generally proceeds from the premise that the original intent and public understanding of pre-Civil War constitutional provisions carries forward unchanged from the colonial Founding era. This premise is flawed because it ignores the Nation’s Second Founding: i.e., the constitutional moment culminating in the Thirteenth, Fourteenth, and Fifteenth Amendments and the civil rights statutes enacted pursuant thereto. The Second Founding, in addition to providing specific new individual rights and federal powers, also represented a fundamental shift in our constitutional order. In recent years a significant amount of the literature in the field of librarianship has focused on providing greater access to library facilities to clients with disabilities. There has been constructive debate about accessible buildings, ergonomic design of library facilities, and assistive technologies; but, what of individual people with disabilities who wish to work in libraries? Does the concern for accessibility extend to their employment in the library workplace? What is happening in Irish academic libraries to accommodate them in their employment and achieve equality of opportunities?

This year marks the 30th anniversary of the enlistment of women to the Irish Defence Forces. Whilst Irish women fought in the 1916 Rising and were combatants in the War of Independence and Civil War, they were largely excluded from the newly formed Free State Army of the 1920s. Dr. Bridget Lyons Thornton was an exception to this rule and was commissioned as an officer at the rank of Lieutenant in 1923. She was demobilised in 1924, and aside from the Army’s Nursing Service, the Defence Forces were to remain an all-male preserve for almost sixty years. The ‘men-only’ status …

An equality perspective on residential child care is one which places the issues of power and oppression as central concerns of practice. This requires more than an understanding and appreciation of the nature of the inequalities that children in care experience. The residential practitioner must appreciate egalitarian values and develop the skills, competences and knowledge base to evolve programmes and strategies that promote equality. Fundamentally, equality practices require significant changes in relationships of power.
