Eminent domain is a problem that effects both the West and the East. This thesis focuses on blighted homes that are confiscated by government and later used for private if not corporate reasons rather than for public use intentions. The comparison is between the United States and Egypt, and three neighborhoods are discussed from each country separately. The comparison is between two quantitative analyses' between the United States and Egypt showing that this type of eradication of property allows for the authority and power of government to be used negatively towards society. Traditional models and theories of foreign policy decision making in political science, fail to explain thoroughly the American foreign policy orientations with regard to the Middle East in the period from 2000 till 2004. The Millennium Development Goals (MDGs)1 aim to address the needs of developing countries, and are scheduled to be accomplished by 2015. As the current efforts to meet these commitments2 do not seem to be on track to achieve this, a new international aid agenda has arisen. This agenda is led by development scholars and development entities, which have a belief that aid coordination3 should be the responsibility of the partner countries4. The importance of educational evaluation relies on its aim to ensure the accountability of public schools yo the government and beneficiaries, and contribute to the improvement of quality of education in schools through the collection and analysis of data on school performance. This study highlights various conceptual frameworks and practical methodologies underlying the design and implementation of monitoring and evaluation systems in public education. Using these frameworks, the school supervision system employed in Egyptian primary education and its current challenges are examined and analyzed. This thesis explores how boarder guards limits the amount of knowledge an anthropologist really can obtain doing research. The research is based upon a concrete case study in Egypt where local and national government bodies "border guard" how knowledge is gained within a development project. This research shows how although anthropological knowledge and research provide a body of theory within which policy is created the policy should come with a "health warning".
