Human capital can be defined as the benefit gained from education, training, or just living life that actually enhances workers' productivity (Becker). It is important to consider the most efficient ways of producing human capital if society is to allocate resources in a manner that maximizes economic value. Investments in human capital are likely to be more efficient when the target of the investment is youngest because young people are able to reap the benefits fora longer period of time.
