There are many differences between medical practices in urban and rural settings. As it relates to the recruitment of physicians, there is substantially more emphasis placed on the significance of physicians within rural municipalities and a number of resources are employed to recruit physicians to those areas. The focus of this research paper was to explore the possible barriers women may encounter when pursuing a career as an operational firefighter in Ontario. Primary research was used to analyze empirical data collected through an on-line survey while guided by literature on concepts related to human resources best practices. Secondary research on bona fide occupational requirements (BFORs) and physical abilities testing used for firefighter candidates was also explored to investigate the validity of candidate physical testing being used in Ontario. Many Chief Administrative Officers will retire in the coming years, posing a succession problem for municipalities. The problem is especially acute in small and Northern municipalities. Municipalities must develop talent recruitment and retention strategies. Analysis of two case studies indicates that strong council support for succession planning is required, and municipal organizations should invest in their staff so that they can ascend to leadership positions, including promoting professional networking opportunities.

The Identification Of Participation Barriers Associated With Employment Testing In The Ontario Constable Selection System, Glenn Hadley

This paper examines the Ontario Constable Selection System (OCSS) to assess whether barriers within the process discourage candidates from competing for a career in policing. Interviews with 11 newly sworn police officers and 12 individuals who chose not to participate in the OCSS testing were conducted. The findings reveal that factors related to the perceived validity of the test, financial cost, and perceived fairness discourage potential applicants from competing.

This paper examines why some Ontario municipalities choose not to engage in succession planning, which ensures continuous staffing by identifying how positions will be filled. A survey of members of the Ontario Municipal Human Resources Association was conducted. The findings reveal that most Ontario municipalities are not engaging in succession planning because other immediate organizational challenges take priority.

Humanizing The Downsizing Process: A Review Of A Recent Downsizing Process In Three Conservation Authorities, Thomas Prout

This paper examines the ways in which the negative effects of downsizing can be reduced based on a survey of stakeholders involved in the downsizing processes of three conservation authorities in Ontario – Ausable Bayfield, Saugeen Valley, and Upper Thames River. The findings reveal that the most important factor to consider with respect to downsizing is whether there are good human resource management practices in place long before the downsizing process is to occur.

The Incidence And Impact Of Strategic Human Resource Management In Canadian Municipalities, Cheryl Smith

This paper examines the incidence and effectiveness of strategic human resource management (SHRM) in Canada based on a survey of 68 municipalities in eight provinces with populations exceeding 38,500. The findings reveal that SHRM is being practiced in a small majority of Canadian municipalities and the majority of the respondent municipalities with SHRM have fully integrated their human resources function within the strategic planning process, which suggests that there is significant potential for the improvement of organizational effectiveness.
