The Upjohn Institute conducted an economic impact study of a universal, place-based scholarship program for La Crosse, Wisconsin. This study examines the possibility of developing a program similar to the Kalamazoo Promise for the La Crosse area. The La Crosse area is facing a population decline, growing concentrations of low-income students, an aging infrastructure in the region’s largest school district, and regional sprawl that is consuming farmland and natural assets while creating new challenges of congestion and service delivery. As a response to these issues, this study explores the potential impact of a universal, place-based scholarship program.

Understanding The Contribution Of Highway Investment To National Economic Growth: Comments On Mamuneas’S Study, Randall W. Eberts

This paper reviews and summarizes current literature by Theofanis P. Mamuneas (2008) and Mamuneas with M. Ishaq Nadiri (2003) on the returns to highway investments. This paper first provides an overview of the conceptual relationship between highways and output. The next section describes the highway capital stock estimated by Fraumeni and used by Mamuneas. Next, the paper describes the study conducted by Mamuneas and analyzes the results for consistency within the modeling framework and in context with other studies. This report describes a preliminary version of an Upjohn Institute database that covers the economic development potential of different industries and occupations in Michigan’s regions. The MERIOD (Michigan Economic Region Industrial and Occupational Development) database surveys specialized industries and high-growth industries in each of the fifteen metro areas. It identifies export- based industries to the six-digit NAICS level and explores recent growth trends in these industries in both the Michigan metro area and at the national level.
