Included in the Small Business Protection Act of 1996 (P. L. 104-188) was a two-phase increase in the Fair Labor Standards Act (FLSA) minimum wage. The second phase of the minimum wage increase went into effect of September 1, 1997. Under the act, employees, unless specifically exempt, must receive a minimum wage no less than $5 .15 per hour for all hours worked.

President Bill Clinton signed into law the Small Business Job Protection Act of 1996. The bill contains several amendments affecting government employees. Among them are the Minimum Wage Increase Act of 1996 and the Fair Labor Standards Act Amendment of 1996. (FLSA) The Small Business Job Protection Act also provides an extension of the Employer-Provided Educational Assistance Programs.

Therefore, after July 1, 1995, the preferred response in a domestic abuse case is to arrest the primary aggressor, according to Tennessee Code Annotated, Title 36, Chapter 3, Part 6.
