In 2011, Egypt became the epicenter of a regional wave of uprisings demanding an end to corruption, inequality, and undemocratic governance. The Egyptian revolution marked the hopeful beginning of a democratization process. However, in 2013 a military coup by General Abdel Fatah El-Sisi deposed the elected president and ended Egypt’s democratic experiment (DeSmet 2021). However, it is unclear how resiliency develops. This study contributes by testing whether a health system’s experience with a health emergency and significant interventions impacts the response to a novel crisis. Recently, the Philippines has been demonstrating its interest in using nuclear energy, including addressing issues and gaps in its nuclear energy preparations, several of which fall under nuclear security, nuclear emergency preparedness and response, and regulatory capacity. This article argues that the ASEAN member states’ growing regional cooperation in nuclear safety and security, spearheaded by the ASEAN Network of Regulatory Bodies on Atomic Energy (ASEANTOM), can have a strong positive impact on the Philippines’ nuclear energy preparations. Ghana has significantly improved its nuclear security infrastructure over the years. The international economic trends of globalization and neoliberalism have exposed and enabled the exploitation of Mexican workers, especially women in the maquiladora garment industry. During the 1950s, globalization gave rise to the new international division of labor and transnational corporations (TNCs) that have offshored labor-intensive phases of production to developing countries, many of which have pursued export-led industrialization. Export processing in Mexico was encouraged in the 1960s by Item 807 of the U.S. Tariff Code and Mexico’s Border Industrialization Program. The paper investigates the approach used by a new set of regional institutions, the Disaster Preparedness and Risk Management Organizations (DPRMOs), in strengthening regional governance and cooperation. It also inquires in what ways these new institutions might indirectly contribute to the establishment of a more cohesive global nuclear security framework. More specifically, through the examination of the case of Southeast Asia, the paper argues that these institutions, albeit without a specific and direct mandate to operate in the nuclear security domain, are fundamentally strengthening states’ capacity to assess risks and threats and to map vulnerabilities in timely fashion. World conservation issues have been addressed in many ways around the world. The use of community-based conservation (CBC) as a method to reduce harmful practices has gained in popularity in the past few decades. This dissertation reports results from a pre-analysis of a proposed CBC program in western Belize. Through qualitative interviews with 47 stakeholders, and a quantitative survey with 486 Belizean women, we determined that a CBC program designed especially for women should be successful. This dissertation explores the roles news media and think tanks play in U.S. foreign policy in an analysis of their possible effects on each other’s agendas. In an analysis of salience of, or attention to, multiple countries over time in coverage from leading U.S. newspapers, The New York Times and Washington Post, and in published online materials from leading U.S. foreign policy think tanks, Brookings Institution and Carnegie Endowment for International Peace, the research looks at the presence, direction, and strength of agenda-setting effects in the construction of news agendas and attention foci of think tanks. The foundation of preserving and enhancing global nuclear security rests on three fundamental pillars: nuclear disarmament; preventing further proliferation of nuclear weapons; and international cooperation aimed at safeguarding nuclear materials. Today, experts argue that the recent decision of Russian president Vladimir Putin to cut cooperative efforts to secure nuclear materials are placing in peril the future of international efforts to promote global nuclear security. We argue that in addition to the clear erosion of the third pillar of nuclear security, there are more threatening ramifications resulting from the recent actions of Russia in Ukraine.

Calling All Actors: A Holistic Framework For Tackling Supply-Side Proliferation, Christopher Hobbs, Elisabeth Young

This article proposes a new holistic framework for tackling supply-side proliferation, based on a mix of punishments, incentives, and new normative standards (PIN) that could be taken by industry. After outlining a brief history of illicit nuclear trade, highlighting the increasingly sophisticated strategies adopted by proliferators, we explore in detail the PIN framework. We argue that to meet this challenge, industry must adopt behavior that goes beyond compliance with current regulations, particularly in the area of due diligence and information sharing.

Of the 69,930 refugees that resettled to the United States during the fiscal year of 2013, the largest group consisted of over 19,000 Iraqi refugees. Additionally, the recent outbreak of a new wave of violence in Iraq has led to an increase in the number of Iraqi citizens who have fled Iraq’s borders and migrated to the United States.
