Brain Drain And Higher Education Capacity: A Case Study Of Nevada And The Western Undergraduate Exchange, Marie A. Falcone

Policy initiatives such as the Western Undergraduate Exchange (WUE), a regional tuition saving agreement among colleges and universities operating in the western states, have the ability to increase mobility and promote human capital attainment. This brief will be focusing exclusively on how Nevada’s higher education system and related programs, specifically the WUE, can be improved to further attract and attain a higher-skilled workforce. This paper will cover a literature review of brain drain and its effects, investigate Nevada’s relationship with human capital and the WUE, as well as offer policy recommendations to improve attainment.

This dissertation examines the black struggle for racial equality in the Golden State’s capital from 1940-1988 and an integral leader of the movement, Virna Canson. Canson fought for nearly fifty years to dismantle discriminatory practices in housing, education, employment and worked to protect consumers. Her lifetime of activism reveals a different set of key issues people focused on at the grassroots level and shows how the fight for freedom in California differed from the South because the state’s discriminatory practices were harder to pinpoint. Facing the Great Recession, the Southwest megapolitan cluster in the United States including Las Vegas, Southern California and Sun Corridor in Arizona had a massive negative economic shock. Skyrocketing unemployment, massive foreclosures and other socioeconomic factors may negatively affect our safe environment with changing patterns in crime. This study aims to investigate the impacts of socioeconomic factors on different types of crimes committed in the megapolitan cluster of the Southwest United States. Though the Great Recession may be officially over, economic recovery is slow and tentative, particularly in California and much of the Intermountain West. Among other challenges, the protracted downturn in these states has exposed and aggravated a huge public-sector fiscal crisis—with disconcerting implications for citizens and states’ long-term economic health. This thesis traces the transformation of two cities in the American West: Albuquerque, a medium-sized metropolitan area in the generally low-population state of New Mexico, and Livermore, California, a relatively small town on the fringe of the massive San Francisco Bay Area metropolis. The federal government built nuclear weapons labs in both places after World War II, and as a result, they encountered phenomenal growth. This is not surprising, as authors such as Peter Hall and Ann Markusen have argued that federal installations in the postwar years affected the economies of many western cities. The key purpose of this study was to compare and contrast the San Francisco Whole Schools Conflict Resolution Project to the School Mediation Program utilized in Clark County, Nevada. The evaluation further assessed the impact the San Francisco Project had on incidents of school-related violence in order to project these figures to the Clark County Program.

The methods used in this evaluation included a review of the implementation processes and training components for each conflict resolution program.
