Modifications to policy-making processes and actors are crucial when transitioning to multi-level governance. Civic engagement in budgeting processes, where crucial policy decisions are determined, is an important component of shared governance. Understanding the new roles for citizens in the budget process, then, can extend our knowledge of multi-level governance. This research explores the ways in which the budget process incorporates citizen participation to foster an ideal of civil society in the United States, Brazil, and China. Policy makers are increasingly turning to computational support mechanisms for managing uncertainty, and constituent focused-decisions. Utilization and standardization of human-computer interaction principles to create solution pluralism (the condition of having a consideration set containing a multiplicity of credible solutions) is a fundamental to fulfilling this need. There is a need for standardized applications and user interfaces to deliver a higher quality of service, which assists policy makers in maintaining or increasing constituent well-being.

How Our Life Experiences Affect Our Politics: The Roles Of Vested Interest And Affect In Shaping Policy Preferences, Gregory A. Petrow, Timothy Vercellotti

Scholars investigating the role of self-interest in determining policy preferences find that self-interest has weak effects. However, researchers have refined their concepts of self-interest and are now finding a greater role for it (e.g., Crano 1995). We continue along this line of research, considering different mechanisms by which self-interest may come to be important. We argue that measuring people’s perceived self-interest in a policy (which we call vested interest) is important for understanding how people pursue their self-interest. Depository libraries have served as key players in two areas of public policy: 1) public access to government information for the needs of today; and 2) widespread distribution of documents helps them survive to form a historical record.

This book is a public policy study detailing the various factors which culminated in pro-Indian federal policy and legislation during the 1970s. The author's primary thesis is to suggest the 1970s represented a marked departure from previous federal Indian policy and legislation in that Native Americans themselves were well-represented in the democratic process impacting favorable federal decision-making.

The eight chapters in Nebraska Policy Choices: Education represent the work of University of Nebraska faculty from both the Lincoln and Omaha campuses, as well as the University of Nebraska Medical Center. These authors participated in a unique effort jointly sponsored by the University of Nebraska Central Administration, College of Education (University of Nebraska at Omaha), Teachers College (University of Nebraska-Lincoln), and Center for Public Affairs Research (University of Nebraska at Omaha). Unlike earlier volumes of Nebraska Policy Choices, the focus of this volume is on one critically important area: education policy.

The Effects On Public Policy Of Center-Local Relations: A Cross-National Study, Dale Krane

This article attempts a comparative exploration of center-local relationships as part of an effort to test the effect on public policy of concentration and devolution. To pursue these objectives, the research proceeds in two steps: (1) the identification of longitudinal patterns of public sector concentration/devolution among 17 nations and (2) time series analysis of industrial growth and social welfare progress associated with the temporal variation in public infrastructure. The results suggest that a nation's pattern of public sector evolution may be more of a determinant of policy performance than a nation's constitutional framework.

The purpose of the Nebraska Policy Choices series is to improve the basis for making state policy choices. This series tries to enhance Nebraskans' awareness of their many alternatives for steering Nebraska into the future. Each annual volume in the series will provide a forum for considering the major issues facing the state and for identifying the various policy options or choices available to Nebraskans. The goals are to broaden public understanding and to promote informed and responsible choices among alternative policies.

Housing And Community Development In The Nebraska-Iowa Riverfront Project Area, 1973, Center For Public Affairs Research (Cpar)

This report is concerned with housing and community development in the six county Riverfront Development Project (RDP) area. The six counties are: Douglas, Sarpy, and Washington Counties in Nebraska and Harrison, Mills, and Pottawattamie Counties in Iowa.

Delineations of the RDP study area and methodology and sample design for the 1973 Housing Survey are presented in Section One. A housing profile of 27 subareas is presented in Section Two.
