Never, perhaps, in the history of local communities has the educational system been recognized openly as being interwoven with the community as it is now. In individuals' aspiration, for better lives and as a primary component of the equation of education and community, education is viewed as an avenue of promise. There can be no doubt of its universal acceptance as the key to the most fervently desired goals, security for the future and an understanding of self and others.

One part of determining the feasibility of a Housing Trust Fund in Nebraska is to estimate the resources available for such a fund. This analysis of available resources focused on four separate sources of potential funding--earnings on sales escrow deposits, earnings on mortgage escrow accounts, earnings on rental security deposits, and earnings from transfer taxes. All figures are based on prevailing practices in Nebraska, and ranges of potential funding are offered because of the use of varying rates of return (interest rates).

The health-care system in Omaha-Douglas County is on the verge of dramatic changes because of federal cutbacks, expanding cost-containment efforts, and an increasingly competitive medical market. This study of the future labor supply and demand in the Omaha area was conducted for the Economic Development Council of the Greater Omaha Chamber of Commerce by the Center for Applied Urban Research, University of Nebraska at Omaha, with Dr. Murray Frost as the principal investigator. The Center for Applied Urban Research presents this report to the Nebraska City Chamber of Commerce and Business Improvement District Board as the product of the market area analysis conducted for Nebraska City. The analysis took the form of a survey of residents in the Nebraska City market area to determine residents' shopping patterns, motives for and perceptions of shopping, and market area configuration and leakage. The survey was administered to a random-stratified sample of 500 residents living within a 45 mile radius of Nebraska City.

This study was undertaken in order to develop information that could be used to assess the feasibility of Nebraska compliance with federal guidelines under the Juvenile Justice and Delinquency Prevention Act for removing juveniles from jails and lockups for adults. Information derived from existing literature, official data on juveniles in Nebraska jails, data generated from a study of existing alternative detention facilities, and a survey of sheriffs was used. In addition, a policy analysis of Nebraska laws and proposed changes in federal JJDPA law was undertaken.

The purpose of these introductory comments is to set a framework for the examination of SID-related problems. In preparation for this task I examined the 1975 study conducted by CAUR.1 The first chapter contained an examination of alternatives to SID's. These alternatives were derived from a typology of development concepts based on: 1) who made the decisions about public improvements or development and 2) who financed them.

In February, 1984, the city of Seward released a request for proposal (RFP) for an electronic data processing system to automate certain city functions. The RFP was based on an information management requirements analysis undertaken in the fall of 1983. The RFP produced a response by eleven (11) data processing system vendors. These proposals ranged in price from nearly $62,000.00 to over $158,000.00 in five-year costs. Many of these proposals were incomplete.

In the summer of 1984, representatives of the Council Bluffs Senior Citizens Center requested assistance from the Center for Applied Urban Research to analyze their program offerings and attendance. The request resulted in two types of assistance. First, working with volunteers and staff, two students from the University of Nebraska at Omaha compiled existing information on Senior Center usage. These efforts resulted in a computerized list of about 700 users by the types of activities in which they participated. This list is to be used when sending program information to participants.
